Job Summary: The Human Resources Manager manages the human resource functions and programs for a geographic territory that are aligned with organization's objectives to maximize employee performance and create an environment for employees to enhance their professional growth and career development.
Job Duties and Responsibilities:
- Leads by example; models desired values. Develops and maintains high personal visibility, credibility and trust within Public Service Communications’ business entities.
- Core member of the senior management teams for geographic territory. Counsels and advises senior management teams, for all business lines, within the territory, on all personnel issues. Acts as a conduit.
- Proactively identifying and communicating employee issues that impact the territory's ability to meet business objectives. As trends develop, provides factual feedback to management, identifying business solutions from a HR perspective.
- Assists managers in developing skills to manage human resources more effectively through modeling, coaching, instruction and training.
- Provides ongoing feedback to District Human Resources Director to assist in policy creation.
- Manages projects and/or participates as a project member on HR initiatives as assigned.
- Assist in recruiting, hiring, coaches, and supports multiple managers from various departments.
- Operates, and ensures all direct reports operate, under the organization's Code of Ethics.
- Delivers HR products and services that are considered value added, measurable, directly tied to Public Service business entities' objectives and aimed at increasing employee satisfaction. Leads in implementing HR policies and procedures as well as monitoring the effectiveness of these programs.

- Serves as a resource for legal/EEO issues and ensures local compliance with federal, state and local employment laws.
- Establishes relationships with community groups, agencies and attends job fairs.
- Ensures that local management teams are trained on recruiting procedures; and that appropriate attention is placed on employee retention issues. Works with management to ensure that performance reviews are done in a timely manner. Works to ensure that career and training opportunities are being identified.
- Implements national training initiatives and basic HR management and leadership training programs.
- Supports and champions organizational change initiatives. Quickly applies new ideas to adapt to changing work demands.
Minimum Qualifications:
- Bachelor's degree in related field preferred and five years overall HR experience.
- Three years at current HR level and level below.
- Must have a proven track record of progressive human resource experience at a manager level.
- Professional in Human Resources (PHR)/Senior Professional in Human Resources (SPHR) certification preferred.
- Must have a proven track record of relationship building with both internal and external customers.
