The Compensation and Benefits Manager works as a part of the Human Resources team managing the day-to-day operations of the compensation and benefits functions and the County’s position classification systems. The position serves as a classification, compensation, and benefits expert who is the subject matter expert in the design and maintenance of total compensation programs. This position is a key member of the HR Team and will work closely with staff members in other departments and other members of the HR team, and a variety of County-wide leaders. This position reports to the Assistant Director of Human Resources. Supervision is exercised over analysts and support staff in one or more functional areas of Human Resources Management.
The hiring range for this position is from $81,369.60 to $111,883.20 based on experience.
The full salary range for this position is from $81,369.60 to $142,396.80 to provide opportunity for growth and development.
Examples of Duties
- Oversees the administration of job classification and compensation programs including job descriptions, pay structures, market salary review, job assessments, and FLSA reviews;
- Leads compensation studies, both internally designed and working with outside consultants, including implementation cost analysis and providing recommendations to HR leadership;
- Oversees and reviews results of salary surveys to ensure that the compensation program remains internally equitable and competitive with the external market;
- Works in partnership with County leaders and other HR professionals to design and/or maintain related programs that address organizational needs and trends in a variety of specialty areas;
- Assists in developing and implementing the compensation strategy and philosophy that aligns with the mission of the County;
- Develops a project plan and provides guidance on the creation, evaluation, and maintenance of all job descriptions ensuring that job descriptions are accurate, current, easily available, and legally compliant.
Benefits Management:
- Manages the evaluation, planning, and administration of the County’s various health, retirement, and voluntary programs;
- Designs, evaluates and modifies benefits policies to ensure that programs are current, competitive and in compliance with state and federal requirements;
- Oversees administration of FMLA, ADA, Military Leave, and County’s sick leave bank;
- Manages benefit procurement process including creating Request for Proposals, evaluating responses, and providing recommendations pertaining to a range of benefit plans such as medical, dental, and voluntary benefits;
- Manages, analyzes, and evaluates the performance of all related benefit plans, vendors, and contracts and reports on trends to HR leadership;
- Analyzes and researches trends and compares existing county benefits with others in the market and makes recommendations in areas such as high cost/risk areas, innovative benefit plan design, potential revisions to current plans, and employee satisfaction;
- Develops communication materials to educate employees, management, and others about County benefit issues;
- Ensures maintenance of accurate written benefit summaries, Summary Plan Documents and other benefit related documents.
Leadership and General Responsibilities:
- Supervises, directs, and evaluates assigned staff, providing coaching and development, monitoring status of work, and assisting as needed;
- Responsible for compliance activities related to Benefits and Compensation, including but not limited to the Affordable Care Act, FMLA, ADA, FLSA, etc.;
- Participates in updating, implementing, and enforcing County wide human resources policies and procedures;
- Assists with the annual audit and other reporting requirements;
- Uses data to provide routine and ad hoc reports, performance measures, and analysis regarding areas of opportunity and trends in a variety of HR areas, particularly total compensation including benefits, and employee retention;
- Analyzes and standardizes documented procedures to improve efficiency and effectiveness of operations;
- Performs various research and special projects;
- Performs related tasks as required.
Knowledge, Skills and Abilities
- Thorough knowledge of benefit programs and/or compensation management principles and techniques;
- Thorough knowledge of the philosophies, practices, legal principles, State and Federal laws and guidelines as they relate to public human resources administration;
- General knowledge of governmental organization and administration;
- Ability to present ideas and recommendations clearly and concisely, both orally and in writing;
- Ability to analyze and solve difficult problems by collaborating and communicating with key stakeholders;
- Ability to conduct evaluations and studies and to prepare related reports and recommendations;
- Ability to establish and maintain effective working relationships with County officials, supervisors, employees, vendors, and the general public;
- Proficient in compliance reporting for benefits and compensation, including understanding and applying federal and state regulations (e.g., ACA, FLSA), ensuring accurate and timely reporting.
Education and Experience
2 years of direct experience in benefits administration and/or classification and compensation.
Possession of recognized certifications in the Human Resources field is preferred, such as:
- Professional in Human Resources (PHR)
- SHRM Certified Professional (SHRM-CP)
- International Public Management Association (IPMA-HR)
