Job Description
This position provides administrative and operational support for the County’s voter registration and election processes. The position is responsible for registering voters, maintaining voter registration records, and processing absentee voters in accordance with State and local laws and regulations. This position also responds to inquiries regarding voter registration and elections, prepares election materials for polling places, and maintains office inventory and supplies. Work is performed under minimal supervision.
The hiring range for this position is from $22.73 to $31.26/hour based on experience.The full salary range for this position is from $22.73 to $39.78/hour to provide opportunity for growth and development.
Examples of Duties
- Registers voters in person;
- Receives and reviews voter registration applications, evaluates qualifications of voters as determined by law; processes all applications received, including applications from other jurisdictions;
- Transfers non-resident applications to proper jurisdictions;
- Reviews, maintains, and updates voter registration records; removes records of all convicted felons, deceased persons, those who no longer live in the county, etc.; updates record(s) for name, address changes, transfers, etc., as necessary;
- Notifies voters who are ineligible to vote;
- Submits data to statewide computer system to maintain master files;
- Implements redistricting, as required;
- Responds to inquiries regarding voter registration, elections, and election laws;
- Provides information to the public, government officials, elected officials, news media, candidates, political party representatives, etc., as requested;
- Establishes and maintains databases related to officers of election and candidates;
- Verifies accuracy of computer reports from State Board of Elections, precinct rosters, and pollbooks;
- Prepares ballot sets;
- Accepts and reviews absentee ballot applications by mail, e-mail, and in person;
- Certifies registration of applicants and mails or e-mails ballots out along with processing returned ballots;
- Assists political candidates filing for office;
- Reviews and verifies petitions, utilizing statewide voter registration system;
- Receives, acknowledges, audits, and records candidate filings;
- Assists with preparation of electronic pollbooks and other voting machine systems, as required;
- Assists the Electoral Board and General Registrar in training Officers of Election and prepares election materials for polling places;
- Maintains inventory of office, registration, and election supplies;
- Operates a variety of office and computer equipment;
- Performs other related tasks as required.
Knowledge, Skills and Abilities
- Comprehensive knowledge of the organization and functions of the department and of general administrative policies and practices;
- Thorough knowledge of modern office procedures and practices;
- Thorough knowledge of business math and English;
- Thorough knowledge of common office software, including, but not limited to, word processing, data management and review, and spreadsheet software;
- Effective communication skills;
- Ability to read, decipher, interpret, and understand difficult, detailed, and complicated concepts with specialized vocabulary;
- Ability to keep records and to prepare accurate reports from multiple sources;
- Ability to perform and organize work independently;
- Ability to prepare effective correspondence on technical matters and to provide routine office support without referral to supervisor;
- Must be comfortable working with computers and technology, including learning and adapting to new software and hardware;
- Must be extremely attentive to detail.
- Ability to establish and maintain effective working relationships with associates, supervisor, and the general public;
- Ability to work some evening and weekends during elections.
Education and Experience
Any combination of education and experience equivalent to graduation from high school, and some coursework in computer sciences, business, or public administration, and 3 to 5 years of administrative support experience, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Previous experience in voter registration and elections is highly desired.
Special Requirements
Possession of a driver’s license valid in the Commonwealth of Virginia.
Must be a registered voter in Virginia.
This position requires some work outside of regular County office operating hours.
