This position assists the Director of Housing Operations in overseeing the management activities, operations, and performance of properties owned and/or operated by the authority. Responsible for maintaining and monitoring the fiscal and occupancy of properties. This position also assists in monitoring the operating practices and procedures and recommends changes to promote efficiency.
Essential Duties And Responsibilities
- Monitoring collections, collection loss, vacant unit turnaround times, vacancy reports, court filings, etc. through computer-generated and manual reporting systems, conversations, and meetings.
- Reviewing and taking appropriate action on resident transfer requests.
- Assist and manage the operating budget.
- Ensure that resident lease terminations and grievance hearings are properly processed.
- Assists the Director of Housing Operations with residents, resident organizations, and external agencies in receiving input regarding the operation of housing programs, assessing needs, and addressing concerns.
- Conducting informal hearings as needed and making appropriate recommendations per the Authority’s policies and procedures.
- Respond to and follow up on emergencies to ensure proper handling.
- Interviews and making recommendations as needed.
- Interpret, develop, and apply authority personnel policies, departmental policies, and other relevant policies and procedures.
- Monitoring the performance of staff through regular inspections of properties and formal and informal reports.
- Review time and leave reports for assigned staff and approve leave requests.
- Conducting and/or coordinating training programs for new employees and periodic training for other employees in areas such as budget, lease implementation, maintenance, fair housing, landlord-tenant law, etc.
- Conducting periodic staff meetings.
- Maintains ongoing quality control and auditing program, including conducting file reviews, to ensure compliance with procedures, policies, guidelines, and regulations, develops and executes training on topics related to quality control findings.
- Assist the Director of Housing Operations with:
- Monitors and tracks performance of intake and recertification departments, work order completion, unit turnaround, occupancy, and submission of 50058s to PIC.
- Performs analysis of PIC-related reports to ensure compliance with 50058 reporting requirements and EIV error resolution. Research complex PIC errors to determine the appropriate action to resolve and correct errors, including providing pertinent training to staff as it relates to PIC/EIV.
- Acts as a resource for problem-solving PIC errors. Acts as a liaison between HA staff and HUD PIC/EIV coaches for troubleshooting issues as needed.
- Other duties as assigned.
- Bachelor’s degree in management, business administration, social science, or related field.
- Minimum of Five (5) years of experience in property management supervision.
- An equivalent combination of education, experience, and training, which provides the required knowledge, skills, and abilities to perform the essential duties of the job.
- Public Housing Manager Certification is required or must be obtained within 12 months of the hire date.
- Certified Property Manager (preferred)
- Public Housing Rent Calculation certification required or must be obtained within 12 months of the hire.
- Knowledge of the United States Department of Housing and Urban Development’s regulations and property/housing management as well as general landlord/tenant and fair housing laws.
- Knowledge of general maintenance and preventative maintenance
- Ability to analyze property needs and implement the appropriate policies and procedures.
- Experience in accounting with an understanding of accounts payables, receivables, financial variances, and prior budgeting experience.
- Demonstrates effective communication and presentation skills.
- Excellent time management and multi-tasking skills to meet all required deadlines.
- Excellent customer service skills with effective decision-making abilities.
- Strong organizational skills.
- Strong MS Office skills (Word, Excel, PowerPoint, Outlook)
- Property Management software experience.
- Reliable transportation and a valid driver's license are required.
