Duties performed:

- Plans, organizes, directs, evaluates contracts held by the Human Resources Office.
- Develop HR contract processes and execution strategies, training staff on contract and procurement responsibilities, adhering to requirements, tracking contract and expiration dates.
- Work with ADD to ensure all contracts held by HR are within compliance, providing feedback, training, coaching and support as needed.
- Prepare probation reports, annual reviews and other documents for direct reports.
- Direct and supervise staff work products and supervise staff assigned to the Fiscal, Budgets, and Contracts activities, such as budget drills, Budget Change Proposal (BCP) tracking, as well as reviewing and approving purchase orders.
- Assist HR management with the drafting, data collection, and reviewing of BCPs.
- Supervise program projections and assignments related to various transactions and miscellaneous activities including monitoring of monthly expenditures, providing updates to management, as needed.
- Supervise, plan, direct and coordinate the day-to-day HR support staff activities.
- Provide coverage of reception desk phone/email contacts when required.
- Perform daily mail runs and coordinate pick-ups with carriers.
- Conduct OPF and ADA filings, meeting with representatives performing OPF review for potential candidates, maintaining accurate logs of distributed and received documents such as probation reports, annual reviews, and Merit Salary approvals.
- Access SCO system to download and deliver Personnel Action Request (PAR) and Notice of Personnel Action (NOPA) files for distribution.
- Schedule and perform live scan/fingerprint processing for potential employees and contractors.
- In collaboration with other HR Operations, assist managers with various HR and personnel related issues within the office, including recruitment, hiring, on-boarding, training and other items related to staff development.
- Track hardware and software inventory, coordinating and approving all facilities related request such as workstation adjustments, employee moves, and repairs.

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99.
This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.
