Job Description

The Palmer Trial Court is seeking its next Clerk of Court 5 (salary range 20)! Under general supervision of the Third Judicial District Area Court Administrator, the successful applicant will organize and direct the majority of non-judicial operations and functions of the Clerk's office.

Personnel rules will be applied to determine step placement for the successful internal candidate.

The following are major duties and responsibilities :

  • Responsible for daily policy and decision-making for matters affecting Palmer Trial Court operations, including resolving personnel issues, determining case processing procedures, modifications to existing procedures, case management, accounting, jury management, and data processing. Coordinate and direct workflow and determine appropriate allocation of staff resources;
  • Responsible for ongoing management and supervision of all Palmer Trial Court operations and departments within the Clerk's office. In coordination with the Chief Deputy Clerk, this position is responsible for direct supervision of management staff, including hiring, training, and disciplinary actions, up to and including dismissal. This also involves prior review and approval of performance evaluations prepared by supervisory staff for court employees.
  • Responsible for ensuring the preparation and maintenance of a variety of local training and procedural materials. Train personnel on case processing and local policies and procedures.
  • Interact and coordinate with judicial personnel and employees in other courts within the Third Judicial District in various areas.
  • Review and approve / disapprove equipment and supply requisitions from all divisions under the Clerk's supervision.
  • Supervise the local Americans with Disabilities (ADA) Access Coordinator to ensure assistance is provided to any persons having difficulty in hearing, observing, or participating in services offered by the court by making assistive equipment or accommodations available. This includes courtroom participants, customers needing assistance at service counters, and any other patrons that may use court facilities.
  • Act as general liaison and work to resolve operational problems with court-related agencies, Bar Association members, and the general public. Responsible for investigating complaints raised by judges, attorneys, the public, and personnel issues.
  • Responsible for coordinating building maintenance. Work with Facilities and contractors as needed for snow removal, landscaping, and renovations. Work with the property manager of the Palmer State Office Building with regards to leased space and security station.
  • Provide support and / or make recommendations to the ACA on facility, equipment, and technical projects.

  • Recent supervisory experience which includes assigning work, setting priorities, and mentoring staff.
  • Project management experience.
  • Experience prioritizing objectives and working efficiently throughout interruptions.
  • Experience working with high-priority, confidential, or sensitive information.
  • Ability and demonstrated experience in successfully training staff.
  • Strong oral and written communication skills.
  • Experience researching and analyzing federal and state laws, regulations, and / or court cases.
  • Advanced competency in MS Office software.
  • The Work Hours

    Full-time court employees are currently scheduled to work 37.5 hours per week. The work hours for this position are Monday - Friday, 8 : 00 a.m. to 4 : 30 p.m. with a one-hour lunch break. NOTE : This position is in the partially exempt service; the incumbent serves "at-will" to the hiring authority.

    Minimum Qualifications

    Four years of advanced administrative and supervisory experience equivalent to a Clerk of Court 3, Chief Deputy Clerk 1, or Chief Deputy Clerk 2 with the Alaska Court System or similar work experience with another employer.

    Three years of advanced administrative and supervisory experience equivalent to a Clerk of Court 4 or Chief Deputy Clerk 3 with the Alaska Court System or similar work experience with another employer.

    A bachelor's degree from an accredited college in business administration, public administration, criminal justice, or a closely related field and one year of advanced administrative and supervisory experience equivalent to a Clerk of Court 4 or Chief Deputy Clerk 3 with the Alaska Court System or similar work experience with another employer.
