The Alaska Court System invites applications for a Court Accounting Analyst (salary range 18). Under general direction of the Chief Financial Officer, the selected applicant is responsible for statewide administration of trial court finances, maintaining banking relationships, reviewing court disbursements, monitoring fiscal responsibilities of individual courts, internal auditing functions, and preparing financial reports. They will also interpret and assist in the development and implementation of statewide policies and procedures in accordance with federal, state, and city laws. Additionally they will supervise the Revenue/Trust and Restitution Collection sections of Fiscal Operations and indirectly supervise bookkeepers and accounting supervisors statewide.


Regular job duties include:

  • Plan, develop, recommend and implement court policies and procedures for the receipt and disbursement of revenue and trust funds in accordance with state and court policy;
  • Oversee and update policy and procedure manuals for accounting; work closely with the Information Services Support Division (IS) to design, review and implement court-related accounting systems;
  • Develop internal audit procedures; compile and analyze collections of data for compliance reviews and audit trial court accounting functions;
  • Travel to statewide court locations to conduct financial reviews and audits; prepare written reports of findings and make recommendations regarding outcomes;
  • Report to Area Court Administrators and Rural Court Administrators regarding audit outcomes and unresolved bookkeeping issues;
  • Serve as an internal ombudsman, managing and directing investigations related to funds and processes;
  • Oversee the maintenance of court banking contracts; analyze and maintain records of bank account activity; review services provided by financial institutions and recommend changes; oversee management of merchant credit card acceptance policies and coordinate audits as mandated by the banking industry;
  • Assist with the review of court system financial reports; prepare analytical worksheets and draft responses, which may include analyses to determine spending trends, court case filing statistical changes, and other financial reviews;
  • Represent Fiscal Operations on committees as a member or chairperson; coordinate destruction of court documents statewide;
  • Serve as liaison between Department of Revenue, Permanent Fund Division, regarding coordination of PFD writs of execution and direct deposit of funds to the court Trust account;
  • Certify transactions in the State financial reporting platform (IRIS); requisition, distribute, track and audit the use of Jury and Administrative Parking Validations;
  • Other duties as assigned.


Work Schedule:

Full-time court employees are scheduled to work 37.5 hours per week. The current schedule for this position is Monday - Friday, working from either 8:00 a.m. to 4:30 p.m. or from 8:30 a.m. to 5:00 p.m. with a one-hour lunch break.

Minimum Qualifications

A bachelor’s degree from an accredited college in accounting, finance, public administration, or a closely related field AND two years of supervisory experience as an accounting supervisor or financial manager. Please include a copy of post-secondary transcripts to your application.

Substitution:
Four years of work experience in accounting may be substituted for the required college education.
