What are the responsibilities and job description for the Court Business Analyst 1 E-File position at State of Alaska?
The Alaska Court System (ACS) is recruiting for a motivated individual to uphold the mission of the ACS as a Court Business Analyst 1 (salary range 14). This position will develop and implement statewide e-Filing systems which involve conducting research, providing training, developing guidelines, and administering support for eFile users.
This is a long-term project position with full benefits and has an expected duration of at least three (3) years. Upon completion of the project, a current employee will have return rights to a similar position at the same salary range with the ACS.
The successful applicant may work remotely from Anchorage, Fairbanks, Juneau, Kenai, or Palmer.
Personnel rules will be applied to determine step placement for the successful internal candidates.
Court Business Analyst is a flexibly-staffed job class. Progression to the higher level will occur when the incumbent: 1) successfully completes a specified training plan; 2) meets all other specified terms of the flexible staffing agreement; 3) meets the minimum qualifications of the higher level; 4) is certified by the supervisor as capable to perform at a higher level; and 5) is approved by the Human Resources Department. When certified, an incumbent may be reclassified to Court Business Analyst 2, salary range 16 ($35.86 hourly / $2,689.50 biweekly). Positions are overtime-eligible at the range 14 level and overtime-exempt at range 16.
Research and Analyze Court Functions:
- Review local court functions and procedures for compliance with ACS rules, policies, and procedures;
- Make constructive suggestions and plans for improvement based upon data in reports;
- Communicate with stakeholders impacted by the eFile systems and respond to requests for information.
Documentation, Training and User Support:
- Prepare and update training materials;
- Provide training and support to eFile users;
- Travel to courts as needed to observe local procedures and provide training;
- Act as troubleshooter, answer questions, or refer staff to the appropriate source for information.
Testing Software:
- Test modification or enhancement changes to eFile systems;
- Report bugs related to new functionality that does not meet the agreed upon solution requirement.

These positions are in the court's partially exempt service; the incumbents serve "at-will" to the appointing authority.
The Work Hours
Full-time court employees are currently scheduled to work 37.5 hours per week. The work hours for this position are Monday - Friday, 8:00 a.m. to 4:30 p.m. with a one-hour lunch break. You may provide weekend and holiday training support for eFile users.

Minimum Qualifications
A high school diploma or General Educational Development (GED) certificate;
AND
Two years of advanced clerical or technical work experience with the Alaska Court System, a legal office, or a justice agency. The required clerical or technical work experience is met by service such as a Court Case Manager 1, Court Case Manager 2, Clerk of Court 1, Clerk of Court 2, Courtroom Judicial Assistant, Chambers Judicial Assistant, or Court Supervisor with the Alaska Court System, or equivalent experience with another employer.
OR
A high school diploma or General Educational (GED) certificate;
AND
Two years of work experience in which a primary responsibility is the maintenance, administration, and operation of an eFile system.
