Job Summary

Working under limited supervision, the Procurement Specialist will guide and assist the Department of Forestry and Fire Management (DFFM) in the process of task order solicitations and task order response form evaluations. Provide guidance to department personnel on requisition requests. May use a range of purchasing and contracting methods to procure products and services. Develop solicitations to award contracts for the provision of goods and services that meet Department of Forestry and Fire Management needs throughout the State. Evaluates risks associated with contracts, writes specialized requirements, develops contract language and performs cost or price analysis. May work in cooperation with or on behalf of local and federal governmental agencies. Track contracts, agreements, and Certificates of Insurance expiration dates and updates as needed. May create Purchase Requisitions (PR) and enter PR information into the Arizona Procurement Portal to create Purchase Orders. May also enter invoice Receipts to pay contractor invoices.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties

  • Procurement Specialist will assist agency personnel with processes in soliciting task orders and evaluations of task order responses, and drafting, soliciting, negotiating, awarding and monitoring contracts.
  • Assist agency personnel with state procurement processes by referencing the Arizona Procurement Code, State Procurement Standard Procedures, and the Department of Forestry and Fire Management guidelines.
  • Provide timely processing of procurement requisitions and gathering information to process contractor invoices for DFFM finance to issue payment to the contractors.
  • Conduct market research and/or analysis. Coordinate and analyze data to determine which procurement for the commodity and/or services are required.
  • Draft formal written determinations for review and approval by the agency’s Chief Procurement Officer or procurement specialists senior.
  • Provide timely assistance to Department personnel in developing highly complex, technical and performance specifications in areas of procurement.
  • Provide courteous, responsive assistance to customers.
  • Recognize issues and identify actions and address them within the applicable statutes and rules and elevate to procurement specialist senior or Chief Procurement Officer.
  • Other duties as assigned.

Knowledge Of

Knowledge, Skills & Abilities (KSAs):

  • Comprehensive knowledge of the Arizona State Procurement Code, Commodity Codes, Federal Antitrust Laws and Federal Acquisition Regulations.
  • Procurement practices, processes and procedures.
  • General contract writing, negotiation, and solicitation techniques
  • Comprehensive knowledge of procurement and accounting software.
  • Word processing, spreadsheet and database applications.

Selective Preference(s)

The ideal candidate for this position will have:

Previous experience with the Arizona Procurement Portal, processes and procedures.

Pre-Employment Requirements

A valid Arizona Driver's License.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement

Positions in this classification participate in the Arizona State Retirement System (ASRS).

Participation is a mandatory condition of employment for all employees who meet the eligibility and membership criteria as defined in statute.

Enrollment eligibility will become effective after 27 weeks of employment.

The current contribution rate is 12.29%
