Under direction of the Program Manager I, the Emergency Notification Controller (ENC) is responsible for a wide range of tasks including, but not limited to, receiving, coordinating and disseminating information. The ENC conducts daily contact with all levels of federal, state and local government, business industry, and the private sector, providing the State with 24-hr warning capability. It is desirable that the ENC has the basic knowledge of computer systems operating in Microsoft Windows and Web Based Applications. Works in a team environment on shift rotations and will follow the directions of the Watch Officer to provide support to the Warning Center operations. Possess good written and verbal communication skills, exercise good judgment and flexibility, and effective time and resource management.

The Warning Center has alternate locations established outside of Headquarters premise to maintain operational support to Cal OES. In an event of an emergency that requires the Warning Center staff to evacuate the building, or during normal operations where staff will be assigned to the designated alternate work location, reports to such designated location as directed or scheduled by Warning Center management.

The Response Directorate leads the State's incident response efforts and maintains emergency management situational awareness during an incident. Responding to a disaster means addressing the short-term, direct effects of an incident or threat. Response includes immediate actions to save lives, protect property, and meet basic human needs.

The Cal OES Response Directorate addresses all types of threats and hazards, ranging from accidents, technological hazards, natural disasters, human-caused incidents, pre-planned events, proactive preparedness measures, and mutual aid coordination.

The Response Directorate reinforces local responses to incident areas by coordinating state-level government, private sector, and nongovernmental roles in support of local governments and other entities. Responses are conducted in accordance with the Standardized Emergency Management System (SEMS).

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings / nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate :

Proficient in operating and maintaining multiple PC stations in Windows environments

Experience with LANs, WANs, and various software applications

Familiarity with peripherals and their operations

Strong verbal and written communication skills for effectively disseminating information

Ability to communicate with governmental agencies, media sources, and the public during emergencies

Experience coordinating with federal, state, and local agencies for mutual aid during disasters

Understanding of emergency response protocols, including hazardous material incidents and natural disasters like earthquakes, floods, and wildfires

Knowledge of State emergency response agencies and their coordination efforts

Competence in operating and tuning radio transceivers, testing radio systems, and the National Emergency Warning System

Ability to monitor and utilize the Emergency Broadcast System (EBS) for alerting purposes

Experience maintaining logs and required forms, including mission assignment logs

Ability to handle call-out lists for various government agencies and maintain documentation accurately

Understanding of FCC regulations pertaining to communications equipment and operations

Emotional stability and decisiveness under stress

Flexibility to work irregular hours, including night shifts, weekends, and holidays

Willingness to travel occasionally throughout the State as needed
