Under general direction of the Staff Services Manager (SSM) II, the SSM I (Specialist) functions as a nonsupervisory specialist independently responsible for planning, development, and implementation of Information Technology (IT) workforce development initiatives for the Department of Health Care Services' (DHCS) IT workforce. The SSM I (Specialist) develops skilled professionals who are capable of supporting the DHCS' current and future technological needs. The SSM I (Specialist) conducts assessments, designs, develops, and implements training strategies and training programs to develop IT staff.

Working Conditions
DHCS has embraced a hybrid work environment. Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule per DHCS's Telework Policy, in accordance with Government Code Sections 14200-14203.
Telework is based on operational needs for employees who can perform their essential functions remotely and / or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.
NOTE : A lthough this position is fully remote, there may be occasions where you may be required to report to the DHCS Office in Sacramento.

The Enterprise Technology Services Program (ETS) is responsible for designing architecting, building and delivering secure innovative solutions and services that drive health care quality and for information technology (IT) strategy formulation, enterprise architecture, enterprise portfolio management, and enterprise governance. ETS delivers customer service by providing a secure, reliable IT environment to support the program and administrative objectives of the Department of Health Care Services (DHCS), the Health and Human Services Agency, Office of Health Information Integrity, and Office of the Patient Advocate. ETS establishes IT policy and standards and ensures compliance with state and federal laws and regulations regarding the use of IT and the safeguarding of electronic information; supports a complex portfolio of program systems.
Special Requirements
The Statement of Qualifications (SOQ) is the candidate's first opportunity to express their qualifications and background as it relates to the expectations of this role that are outlined in the duty statement. The SOQ must be typed, no more than two pages (2) in length and 12 pt. Arial font. The SOQ must address the following :
1. Describe your knowledge and experience developing and implementing comprehensive training programs within an organization with varying subject matter.
2. How do you assess the IT training needs of employees within an organization, and what methods / applications do you use to develop and deliver those training programs accordingly?
3. This trainer will develop IT training programs while also developing and delivering human resource (HR) process training for the IT enterprise. Please describe your experience and / or familiarity with interpreting and providing guidance on HR policies / processes / procedures.
