We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.

Description of Job

What you'll be doing:


  • Providing a full range of professional Leave and Benefits Administration services to coordinate benefits, implement rules, and support through participation in the development of departmental HR plans and processes.

  • Coordinating areas of benefits (health, wellness, unemployment, workers' compensation, tuition reimbursement, safety/ergonomics, etc.), and leave (Leave, management of FMLA. SFML, PFML, FAMLI, STD, FWA, etc.) including all leave and benefits system administration.

  • Providing integrated services to managers, supervisors and employees in the areas of benefits and leave usage for various health reasons, which requires the application of personnel rules and the performance of technical functions.

  • Providing safety, health and wellness program information.

  • Assisting, as needed, in performing investigations and in drafting written reports for such.

MINIMUM QUALIFICATIONS:

There are two ways to qualify for this position:

Option 1:
Experience Only:
Six (6) years of professional experience in human resources, leave (FML, PFML, FAMIL, STD, etc.) and its administration; benefits (health, wellness, retirement, workers compensation, unemployment, tuition reimbursement, ergonomics, etc.) and its administration; timekeeping and/or closely related experience.

OR


Option 2:
Education and Experience:
A Bachelor's degree from an accredited institution in human resource management, business administration, psychology, industrial/organizational psychology, or a field of study related to the work assignment, and two years of professional experience in human resources, leave (FML, PFML, FAMIL, STD, etc.) and its administration; benefits (health, wellness, retirement, workers compensation, unemployment, tuition reimbursement, ergonomics, etc.) and its administration; timekeeping and/or closely related experience.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
  • An associate will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

PREFERRED QUALIFICATIONS:
  • Prior state agency experience as a leave administrator. Preference will be given to FAMLI administration experience
  • Experience working in Microsoft and Google Suites
  • Experience working in an HRIS and timekeeping system. Preference will be given to UKG Dimensions experience
  • Experience working with benefits databases
  • SHRM-CP or SHRM-SCP and CEBS professional designations

  • Ability to maintain confidentiality of information
  • Expert detail orientation/attention to detail
  • Proven ability to work effectively in a team environment with associates
  • Excellent project management skills. Including the ability to manage several complex projects simultaneously while woking under pressure to meet deadlines
  • Excellent written and oral communication and organization skills
  • Person-Centeredness and customer service oriented. Establishes and maintains effective and positive business relationships with all customers. Consistently interacts with people in a friendly, open and accepting manner.
  • Strong critical thinking, effective planning and priority setting, including setting objectives and consistently meeting timelines or communicating in advance to solve problems.
  • Basic math skills
  • Strong understanding of relevant laws and regulations. For example, all pertinent federal and state regulations filing and compliance requirements (both adopted and pending) affecting employee benefits programs. Including the ACA, ERISA, COBRA, FMLA, FAMLI, ADA, Section 125 workers compensation, Medicare, Social Security and DOL requirements and their application.

CONDITIONS OF EMPLOYMENT:
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
  • This is a term-limited position with funding through June 20, 2025. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply. Additionally information regarding term-limited positions can be found here.

Appeal Rights:

Comparative Analysis Process
The comparative analysis process will consist primarily of a review of applications against the minimum and preferred qualifications of this position.
