Description Of Job
As program manager, this position provides critical and essential fleet services to the Colorado Department of Corrections (CDOC) statewide mission through oversight of the daily maintenance operations and functional program areas within the Fleet Services Unit maintenance subprogram by authorizing vehicle repair and services, optimizing the fleet size maintenance locations, and outfitting of new vehicles with requisite safety hardware. Position provides direct management, leadership and supervision of the Fleet Maintenance unit.
Position will develop and implement a strategic plan to transition the fleet to an internally supported fleet preventative maintenance and repair support model. Right-sizing shop team size at the East Canon Fleet Services shop and shops located at DOC facilities. The Planning activities will include working collaboratively with State Fleet, DOC Fleet Services Management, DOC Facility Leadership, Education, and Finance Administration to ensure each location is optimally set up to support the fleet vehicles they will be tasked with maintaining. Position collaborates with Assistant Director of Fleet Services to ensure the implementation of strategies to accomplish the mission.

Experience
Eight (8) years of full-time, *professional experience in management areas including f leet, operations, logistics, projects, and/or transportation. Two (2) of the eight (8) years must be directly managing employees in a vehicle repair setting/operation with direct responsibility for the day to day operations.
Completion of an accredited, related educational degree in logistics, business management, public administration, supply-chain management, criminal justice or a related field may substitute on a year for year basis. A bachelor degree that is not in a related field of study, may substitute up to 60 semester hours of core coursework on a year for year basis. Transcripts must be attached to your application and must include the name of institution, your student ID #, a list of the courses completed, the degree earned and the date awarded in order to receive credit.

- Develop the fleet maintenance support plan for future vehicle service needs that aligns with the strategic plan to bring preventative maintenance back in house;
- Maintenance management and oversight of a large, multi-functional DOC fleet, including inmate transport buses and vans, sedans, law enforcement vehicles, tractors, trailers, and heavy equipment;
- Plan fleet support needs two years in advance by analyzing State Fleet Management's (SFM) vehicle databases to determine CDOC vehicles' utilization, location, and maintenance requirements;
- Ensure employees have the leadership, direction, resources, qualifications, training, and experience necessary to perform their jobs safely and efficiently;
- Participate and lead all maintenance related conversations during the DOC Vehicle Coordinator Monthly Update meeting;
- Model professional behavior that supports an empowered workforce, positive culture, honesty and integrity;
- Provide guidance, support, and mentoring to fleet employees;
- Support the department-wide needs and tracking in regards to preventative maintenance needs with the overarching goal being process completion and compliance with State Fleet policies and proceedures;
- Initiate, develop and present performance plans, reviews and evaluations for assigned staff;
- Develop and manage near-term and long-range fleet projections;
- Develop and manage monthly performance reporting for the executive team;
- Review practices, policy and procedures to ascertain effectiveness and provide feedback to subordinate staff;
- Assist in analyzing State Fleet Management's (SFM) bid specifications and determine if CDOC's vehicle requirements will be met;
- Evaluate what vehicles are available, to determine which vehicle will best meet the required functionality;
- Reassess motor pool vehicles across the state with the goal to reduce the number of vehicles needed;
- Establish and oversee the process ensuring proper vehicle commissioning and decommissioning;
- Analyze data and reports, and provide recommendations/findings to senior and executive leadership;
- Develop, monitor, and defend the fleet maintenance operating budget while supporting the CDOC mission;
- Ensure the DOC Fleet Maintenance shops are up to code regarding garages, vehicle lifts, fire extinguishers, emergency procedures, and ensure accountability;
- Attend Motor Vehicle Advisory Committee bi-monthly meetings to exchange information with state fleet managers and provide input into SFM policy and procedures;
- Communicate and facilitate change management, oversee personnel actions, and resolve personnel conflicts.
