Specific Responsibilities
This is a Budget Analyst position responsible for the allocation and overall integrity of the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) operating budget. This position is responsible for assisting in the formulation of the aggregate FDOH CHD budget and administering/monitoring of the individual cost centers insuring fund availability, accuracy of accounting data and consistency with management objectives. This position has fiscal responsibility for a variety of programs with detailed Federal regulations, State local and fee-based funding sources. This position requires independent judgement, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.
This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position may view and update information only. Access to confidential data sets includes social security. This position will have access to Report Distribution System (RDS), Health Management System (HMS), My Florida Market Place (MFMP), Financial Information System (FIS}, Financial & Information Reporting System (FIRS), Employee Activity Reports (EARs).
Maintains controls and performs budgetary operations of the FDOH CHD Other Cost Accumulators (OCAs) financial reports for all assigned Budget entities prior to submission and review with the Chief Financial Officer. Audits financial computerized reports produced by State Accounting Programs for programmatic discrepancies between actual budgeted revenues and expenditures. Incumbent will monitor compliance by L4 Managers to Budget Monitoring duties. Assists program and cost center coordinators in the development of their annual budgets. Assists in the preparation of the budget instructions. Prepares detailed budget analyses and coordinates with program budget for corrections and or revisions. Processes budget amendments and trend analyses by Other Cost Accumulator (OCA) and advises budget managers of potential deficiencies and revisions of funds.
Reviews monthly FLAIR and FIRS reports and makes necessary corrections as needed. Review employee's Employee Activities Report System (EARS) data and reports in Health Management System (HMS) to assure appropriate funding source is charged. Reviews and analyses budget information for grants, contracts, purchase requests and special projects for assigned budget entities. Reviews preliminary grant and contract requests to assure budgetary requirements are met and revenues and expenditures are properly coded.
Undertakes special revenue, expenditures, and budget analyses for FDOH-CHD overall operating budget and for sub-projects relating to FHPBC's Medicaid Cost Based Submission, and Palm Beach County Board of County Commissioners Core Contract.
Perform other duties as assigned.
