The Work You Will Do:

This supervisory position administers and directs Florida’s Oil & Gas Program under Chapter 377, Florida Statutes (F.S.), and the Siting Coordination Office under 403.501-403.518, F.S.  Responsibilities include:

• Overseeing the coordination, review and evaluation of projects under Florida’s Electrical Power Plant and Transmission Line Siting Acts;
• Overseeing permitting and compliance of Florida’s onshore oil and gas operations;
• Providing technical assistance and guidance to Department districts and other agencies, prospective applicants, consultants, and the general public on matters related to site certification projects and processes, and oil and gas related projects;
• Representing the Department and/or testifying at public meetings and administrative hearings;
• Directing the development of guidance documents and training presentations of Siting procedures, and Oil and Gas permitting and compliance processes;
• Directing rulemaking efforts as necessary; and
• Working closely and communicating with leadership and OGC.

The primary responsibilities of the Siting Coordination Office include working closely with all divisions within the Department, as well as other state and local agencies, to ensure power plant and transmission line siting projects will comply with all applicable state and local regulations.

The primary responsibilities of the oil and gas program include conservation of oil and gas resources, correlative rights protection, maintenance of health and human safety, and environmental protection. These concerns are addressed through a system of permits and field inspections to ensure compliance.

Pay:

Annual salary is $76,500-$81,000 commensurate with experience

 

Your Specific Responsibilities:

• Administer and direct the Oil & Gas Program and Siting Coordination Office.
• Administer, coordinate, and manage the Department's responsibilities under the Power Plant Siting Act, the Transmission Line Siting Act, and the Natural Gas Pipeline Siting Act.
• Direct oversight of the Department’s Electric and Magnetic Fields requirements.
• Directly supervise and oversee the work of the program, ensuring staff are effectively communicated with, motivated, trained, and evaluated.
• Administer and coordinate the reviews and evaluations of Siting Act applications with other state agencies, including the Public Service Commission, Department of Transportation, Fish and Wildlife Conservation Commission, Water Management Districts, and local governments.
• Monitor federal review of projects by the U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, and Nuclear Regulatory Commission and acts as liaison to those agencies as appropriate.
• Conduct pre-application planning meetings with applicants and agency personnel to discuss project designs based on sound environmental criteria and compliance with applicable regulations.
• Prepare and/or review reports which analyze and describe proposed agency action and make recommendations for denial or approval.
• Prepare and/or review detailed technical permit conditions for the construction, operation, and maintenance of projects.
• Prepare for testimony at hearings and represent the Department at hearings and public meetings.
• Develop and recommend procedures, policies, and rule changes necessary to implement the oil and gas a siting programs.
• Provide counsel to the Division of Water Resource Management for disposition on all issues related to Florida’s Oil & Gas Program.
• Review Ad Valorem tax requests and issues recommendations.
• Perform other duties as assigned.

Required Qualifications:

A bachelor's degree from an accredited college or university; and three years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of seven years.
