Organization: Water Quality Improvement Grant (WQIG) Program, within the Division of Water Restoration Assistance
Supervise staff who are responsible for financial and grant management activities associated the administration and management of Water Quality Improvement Grant Program. This includes personnel and payroll tasks. Assist the program in quality assurance measures. In doing so, they will review database and OCULUS input for all required documentation and data has been uploaded. Assists the program administrator to act as quality control with reviewing drafted grant agreements, grant amendments, grant change orders, and other pertinent documents.
Providing technical supervision over grant managers along with overseeing the solicitation, selection, implementation, coordination and tracking of water quality improvement project funding and data.
Develop and implement rules and operating procedures to promote programmatic effectiveness. Maintain and ensure compliance of procedures for processing project disbursements as outlined in the Standard Operating Procedure documents. Reconcile projects to the State’s account system each month and communicate issues found to the program administrator.

Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
This position will supervise and monitors work performance of direct reports, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies, recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Reviews timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Supervises staff that serve as “project managers” and coordinates the activities of the program's employees to facilitate the development and execution of projects that will improve water quality of waterbodies. Provides technical supervision over staff serving as grant managers and acts as grant manager for special or selected projects. Provide guidance and direction to ensure the proper review of scopes of work, plans and specifications, contracts and agreements, reimbursement requests, supporting documentation, and other documents and information to complete program projects in accordance with program requirements and agreements. Work with Program Administrator to develop templates for agreement formatting and text and promote consistency with document preparation.
Assist the Program Administrator with developing and implementing Water Quality Improvement Grant Program’s objectives and manages Water Quality Improvement Grants section. This work includes assisting the Program Administrator to address wastewater, stormwater, and agricultural sources of nutrient loading to surface water or groundwater implementation in accordance with the requirements set forth in state and federal law.
Work with the Program Administrator to develop rules and operating procedures to promote program effectiveness. Serves as the point of contact for information requests, intergovernmental reviews, special projects, correspondence, and coordination between the department and outside agencies and stakeholders.
Confers with engineers, regulators, and others to plan and review projects, and to provide technical assistance. Work with the Program Administrator to develop rules and operating procedures to promote programmatic effectiveness.
Develop constructive and cooperative working relationships with local, state, and federal agencies, local governmental entities, consulting engineers and other consultants, and other outside parties and stakeholders regarding program project requirements.
Oversee the solicitation, selection, implementation, coordination and tracking of water quality improvement project funding. Develop water quality improvement reports and assist with outreach and public relations materials related to water quality improvement funding.
Performs other related duties, as assigned.

Minimum Qualifications:
- A Valid driver’s license
- Travel is required
- Bachelor’s degree from an accredited college or university; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
Preferred Qualifications:
- Bachelor’s degree in environmental, engineering, natural sciences, or business/finance management.
- Knowledge of water quality issues, wastewater treatment practices, and nonpoint source pollution management.
- Highly skilled in project management and managing federally funded grants/contract to include reviewing project invoice submissions, approving deliverables and tracking project timelines.
- Is now or can become Florida Certified Contract Manager (FCCM).
- Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.
- Ability to conduct business or process analysis.
- Experience with management of federal funds.
- Experience with environmental data management.
- Superior organization and time management skills.
