The Office of Resilience and Coastal Protection is seeking an OPS (full-time) Government Operations Consultant II in the Beach Management Funding Assistance Program

Pay:

$19.00/hr. - $23.00/hr.

 

 Your Specific Responsibilities:

Manages and tracks grants, contracts, reimbursement requests, and funding appropriations for the Beach Management Funding Assistance Program and as needed for the Office of Resilience and Coastal Protection, including reviewing documents for accuracy, ensuring compliance with program and Department regulations, and maintaining the program database to track agreements, appropriations, and disbursements.

 

Assists in the processing of grantee reimbursement requests, including reviewing required documentation for reimbursement authorization and accuracy, mathematical accuracy, and internal accounting. Provide customer service and assistance to grantees by informing them of requirements needed for reimbursement or assisting with technical details of the program.

 

Prepare and compile data for legislative budget requests and long-range program plans for the Local Government Funding Request, Long Range Budget Plan, and Financial Summary Report, submitted to the Governor and Legislature annually for funding consideration and to comply with statutory requirements.

 

Assists in maintaining various section databases. This includes reconciling mathematical accuracy, proper coding of amounts and posting to the program databases.  Use database and spreadsheet software to complete reconciliations.  Assist in analysis of variances in reporting and monitors revisions to data.  Efforts include grant initiation review and financial reconciliation.

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

Required Knowledge, Skills, and Abilities:

Knowledge of basic management principles and practices.

Knowledge of the methods of data collection and analysis. 

Ability to review and monitor policies and procedures for compliance with applicable requirements. 

Ability to evaluate and analyze data relating to grants management activities. 

Ability to understand and apply applicable rules, regulations, policies and procedures relating to grants management activities.  Ability to develop and organize data into logical format for presentation in reports, proposals and other written documents. 

Ability to utilize problem-solving techniques.

Ability to work independently.

Ability to plan, organize and coordinate work assignments. 

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

Knowledge of My Florida Market Place.

Knowledge of state contracting process

 

Minimum Qualifications:

A bachelor’s degree from an accredited college or university in business/finance management or related field, or an associate’s degree and two years of verifiable related experience, as described in this posting, for a total of four years.

  • Two years of related professional experience.
  • Florida Certified Contract Manager (within 12 months of hire)
  • A valid driver license.
