Position Overview
The Illinois Department of Natural Resources is seeking to hire an Assistant Chief Financial Officer. This position will: analyze, organize, prepare and monitor the Department's budget; direct the forecasting, developing, implementing and coordinating of the overall Departmental budget; review budget submittals from Fiscal Officers and requests changes; coordinate operating budget transfers with GOMB; and drafts proposed appropriation bills and amendments. The ideal candidate will be able to use with their procurement code and rules experience, their experience with laws, rules and regulations in accounting and their experience with GAAP. Essential Functions
- Under administrative direction of the Chief Fiscal Officer (CFO), serves as assistant Chief Fiscal Officer.
- Analyzes, prepares and reviews historical fiscal data for Governor’s Office of Management and Budget and General Assembly budget requests.
- Directs, controls, and evaluates the administration of centralized accounting services and the deposit/revenue functions for the Department.
- Serves as liaison to legislative committees, Bureau of the Budget and other departments.
- Serves as full-line supervisor.
- Assumes responsibilities of the CFO in the absence thereof.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in business administration and accounting.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Three (3) years of professional supervisory experience in accounting, external auditing or budgetary control of public accounting.
- Two (2) years of knowledge of law, rules and regulations relating to accounting.
- One (1) year of working experience and knowledge of Procurement codes and rules.
- Two (2) years of working experience with computerized accounting systems and software of a varying scope and excel computer software/programs.
- One (1) year of working experience and knowledge of Generally Accepted Accounting Principles (GAAP) reports.

The Office of Fiscal Management develops budgets, processes payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department’s operational procedures, to include the review of fiscally related procedures to ensure compliance with all rules, regulations, and accounting standard.
