The Quality Assurance Team Lead is a non-merit, non-contract position that is classified by the State of Iowa as an Economic Development Specialist 4 and is exempt per FLSA regulations. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. Candidates must follow the instructions in the "To Apply" section.
Minimum Qualification Requirements
Graduation from an accredited four year college or university with major coursework in the fields of research, planning, economics, finance, public relations, business, journalism, or marketing and five years of full-time work that involved responsibility for interpreting laws, rules, and regulations, and/or securing compliance with them; or compiling and evaluating historical, economic, business, financial programs or program data;
OR
an equivalent combination of education and experience substituting one year of the required experience for each year (thirty semester or equivalent hours) of the required education.

Key Responsibilities
Program Development and Execution
- Quality Assurance: Oversee the compliance and operations of quality controls of IEDA|IFA programs adhering to published regulations, guidelines and procedures, as well as federal and state laws and rules. Programs requiring quality control oversight include Housing and Urban Development (HUD) programs such as project-based Section 8, Community Development Block Grant (CDBG), Disaster Recovery (CDBG-DR), HOME, National Housing Trust Fund (HTF), and Low-Income Housing Tax Credit (LIHTC).
- Enhance Operations: Develop systems and processes to improve program controls.
- Evaluate Effectiveness: Measure and improve the efficiency of controls and procedures.
- Report Management: Oversee the submission of monthly, quarterly, and annual reports.
- Lead and Mentor: Guide and evaluate quality control team members, manage workloads, and track projects.
- Impactful Work: Extend the reach of community development efforts across Iowa.
- Professional Growth: Opportunities for attending conferences and workshops to promote programs and learn about their impact.
