POSITION DUTIES
This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority. The HR Director for Recruitment and Background Investigations /Examination Unit is responsible for the direction and day-to-day management of recruitment and examination activities within the Department of Public Safety and Correctional Services (DPSCS). This role will involve direct oversight of a team dedicated to attracting and recruiting top talent across various DPSCS classifications.� The Director will be a strategic partner in developing, executing, and evaluating the recruitment strategies, ensuring compliance with all applicable laws and regulations. The incumbent supports the Chief Human Resources Officer (CHRO) in the management and development of all assigned staff and in division-wide goals, policy development, and performance implementation. This position provides support to DPSCS Executives, Department heads, and management personnel, requiring a vast knowledge of Federal laws, State regulations, and Departmental directives related to personnel matters. Recruitment and Background Investigations • Oversee, develop, implement, and evaluate recruitment strategies for the department. • Ensure recruitment procedures and processes comply with state personnel laws and DPSCS policies, including the State Personnel Pension Article, COMAR, and internal policies. • Direct the administration and validation of exams/ tests for compliance with standard HR testing practices. • Ensure comprehensive and accurate reporting on recruitment and test administration, including data analysis on staffing trends and vacancy rates, and the impact of recruitment efforts. • Resolve complex issues or concerns related to recruitment while maintaining positive relationships with internal and external stakeholders. • Oversees the screening of new hires, contractors, and internal transfers ensuring quality and timeliness of investigations.� • Lead the coordination of background investigations and compliance checks, working closely with the background investigation team to ensure all hiring decisions are following COMAR. Staff Management & Development • Manage the Recruitment and Background Investigations/ Examination Unit (REU) teams, including overseeing the assignment of permanent and temporary duties, approving leave, and ensuring the efficient completion of work in compliance with established policies and procedures. • Train, mentor, and evaluate team members, ensuring continuous development of customer service and technical skills. • Writes performance standards and evaluates all HRSD Managers according to the Performance Planning and Evaluation Program. Lead performance evaluations, providing guidance and discipline as necessary, and support the interview and hiring process for new staff within the units. Strategic Planning & Reporting • Collaborate with senior leadership, including the Deputy CHRO and other HRSD Executives, to develop and implement strategic planning initiatives related to recruitment and examination (background) processes. • Establishes HR program goals and objectives, develops and implements departmental HR policies and procedures, and evaluates the accomplishments of HR program. • Analyze and report on the effectiveness of recruitment strategies, making recommendations for improvements. • Draft reports, policy recommendations, and other documents related to recruitment and personnel activities, ensuring accuracy and clarity. • Serves on policy committees, interview panels, work groups and other initiatives at the request of senior leadership. Compliance, Audits & Training • Reviews audits of departmental HR offices to determine compliance with policies and guidelines developed by the Department of Budget and Management and the DPSCS Office of the Secretary. • Ensure recruitment activities are in full compliance with state regulations, policies, and procedures, resolving appeals, grievances, and compliance challenges as necessary. • Provide technical guidance and training to HR officers, agency heads, and managers on recruitment, examination, retention, and investigation processes. • May testify before legislative bodies in order to render expertise or represent the organization or program.� • May participate processes and provide direction for grievances.
MINIMUM QUALIFICATIONS
Applicants must meet all minimum qualifications to be considered and to appear on the list of people eligible for hire. Please read all requirements before applying. Education: Bachelor's Degree from an accredited college or university.� Experience: Six (6) years of professional HR experience involving employment services, classification and compensation, employee relations, HR policy formulation. Including at least 4 years of HR managerial experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding your qualifications. 1. 5 years of background investigations experience. 2. 2 years of polygraph experience. 3. 2 years of recruitment management experience. 4. Prior federal government experience in Human Resources or Background Investigations. 5. Prior experience implementing HR program goals and objectives, departmental HR policies and procedures, and evaluating accomplishments of the HR program. 6. Demonstrated skill in problem-solving, critical thinking, social perceptiveness, and sound judgment. 7. Experience with HRIS systems, such as Workday. 8. Ability to implement improvements based on feedback from supervisors, managers, and staff as relates to HR.� 9. Ability to prioritize tasks and delegate to staff when appropriate. 10. Experience conducting investigations and/or representing management at hearings and grievances, providing advice and guidance regarding standards of conduct and the performance evaluation process, and developing and implementing human resources policies and procedures to meet agency-unique needs.�
