Main Purpose of Job

The primary purpose of this position is to assist with the utilization control contract monitoring activities for Maryland’s Office of Long Term Services and Supports (OLTSS). This will include reviewing and developing policies and standard operating procedures related to institutional and home and community-based settings; serving as a liaison with stakeholders and other departments; reviewing policies and applying that knowledge to ensure compliance with State and federal requirements; analyzing data and trends; assisting in monitoring vendor contracts, drafting and editing presentations, memoranda and reports; and performing other duties as assigned. The Analyst must have strong analytical skills, be detail oriented and organized, be able to manage multiple tasks simultaneously, and be able to learn and become proficient in multiple web-based data management systems. The Analyst must also have strong written and verbal communication skills in order to write regulations, prepare detailed reports, and respond to complex policy issues.

MINIMUM QUALIFICATIONS

Education:� �A Bachelor's degree from an accredited college or university. Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs. Note:�Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public�Health, Public Policy or closely related field from an�accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following: Experience drafting policies and standard operating procedures.� Experience evaluating qualitative and quantitative data.� Experience with Google and/or Microsoft applications (i.e., word/docs, sheets/excel, etc.).� Experience monitoring vendor or provider performance.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
