Main Purpose of Job

The main purpose of this position is to provide health program and policy leadership and support Innovation, Research, and Development (IRD) in the Office of the Deputy Secretary for Health Care Financing. This Health Policy Analyst Advanced position will serve as lead analyst in support of day-to-day management and fiscal oversight of special projects and initiatives in the Medicaid Office of Innovation, Research and Development. This position will also support the creation, development, implementation and monitoring of various special projects under the direction of the Deputy Director. The position will initiate and/or supervise the creation, development, implementation, and monitoring of various special projects and initiatives.�This position also provides technical advice and guidance to lower-level Health Policy Analysts.� This position provides expert consultation/technical advice on Medicaid-related policies, develops position papers, and other reports to the Director and Deputy Director of IRD. This position initiates, plans, designs and executes projects overseen by IRD for the Medicaid Program, including new initiatives mandated by state or federal legislation, statute, or regulations and those required for day-to-day operations of the Medicaid Program. This position is responsible for evaluation of existing programs and initiatives. This position provides technical advice and guidance to lower-level Health Policy Analysts. This position is further responsible for the review of work prepared by lower-level Health Policy Analysts for validity and reliability of findings, interpretations, conclusions, recommendations and final reports. This position will also provide subject matter expertise in the design, development, implementation, and evaluation of high-priority projects in the Medicaid program and provide information to senior managers and policymakers on issues related to health care services, financing, and regulation.� The position has an external component as well, as they will attend stakeholder meetings, internal program and staff meetings, conference calls, and committee meetings on various topics. The position will also be responsible for both leading and supporting the development of accurate responses to information requests from legislative offices, the Governor, press and other external groups. The position will also analyze federal, and state legislation as required.� This position is eligible to perform its duties via remote telework 60% or as otherwise permitted by the appointing authority. Permission to telework is subject to the discretion of the appointing authority and can be terminated at any time as outlined in the telework agreement.

MINIMUM QUALIFICATIONS

Education:���A Bachelor's degree from an accredited college or university. Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs. Notes: 1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field�for one year of the required experience. 2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field�for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following: Experience with applicable state and federal laws, regulations, and requirements. Experience working independently and as part of a team. Experience leading teams and engaging stakeholders, including other state agencies and interdisciplinary teams, to achieve program compliance and quality outcomes. Experience with program development and management, to include project initiation, planning, execution, monitoring and control, managing the budget, and maintaining communication between involved parties, maintaining documentation, coordinating resources and leading meetings. Experience with data management and interpretation.
