Introduction
The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (System). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date. The agency is seeking to fill the Administrator II position in the Data Control Unit. During the probationary period, this position will work 100% at the office of the Maryland State Retirement Agency. After the probationary/training period, and at the discretion of the Unit Director, this position may be eligible to telework one day per week.

Main Purpose of Job
The position is responsible for the analysis and reconciliation of critical agency master file data base files including the following: 1. 1099R tax reporting files used to report calendar year end distributions to active, deceased, and retired members, in compliance with Internal Revenue Service rules and regulations. 2. 1042S tax reporting used to report international retirees calendar year end distribution in compliance with Internal Revenue Service rules and regulations. 3. Refund Master Files which record automated refunds (over 5,000 per year – more than $23 million) issued to members and their beneficiaries throughout the year. This includes voucher preparation and refund verification for all disbursements above the agency-established threshold. 4. Processing and reconciling monthly-automated retirement payments to over 155,000 payees more than $250 million monthly. This includes preparation and reconciling of the payment voucher, verification for all disbursements above the agency-established threshold, and reconciliation to the General Ledger to ensure that all database transactions remain in balance with the Retirement Accumulation Fund. The Fund is comprised of twelve separate funds for each of the individual retirement/Pension systems (Teachers, Employees, State Police, etc.) administered by the Agency, and reconciliations must occur on a system-by-system basis for each Fund.
POSITION DUTIES
This Administrator II position works on the Retirement File Maintenance team in the Data Control Unit of the Maryland State Retirement Agency. This position is responsible for assisting to ensure that the payment data and retirement information in the Retirement Agency’s records is complete and accurate, including information related to proper tax reporting of payments on IRS Form 1099-R. This position is responsible for time sensitive reconciliations for monthly pension payments, refunds of member account balances, and payments for death benefit claims. On a monthly basis, approximately 170,000 monthly payments totaling over $361,000,0000 are paid, 600 refunds payments totaling over $2,000,000 are paid, and 25 death benefit payments totaling over $30,000.00 are paid. Some reconciliations occur daily, some weekly, some bi-monthly, and some monthly. This position also assists in verifying the work of staff related to several functions related to the correct and timely payment of benefits from the Retirement Agency. This position requires someone with excellent reconciliation skills, including intermediate Excel skills. The candidate must demonstrate strong problem-solving skills and an absolute commitment to accuracy and attention to detail. This individual must be able to work independently and be accountable for their work’s timeliness and accuracy and enjoy working on a small team of professional employees performing critical tasks. The ability and willingness to work overtime is a requirement for this position.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Five years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
