Main Purpose of Job
The main purpose of this position is to provide on-site technical assistance, generate data reports and analysis of data to the Baltimore City Department of Social Services (BCDSS). The incumbent of this position exercises considerable independent judgement in the interpretation and application of the L.J. vs. Massinga federal court requirements (LJ Consent Decree), laws, procedures, and regulations in connection with various phases of the administrative process. The incumbent of this position will be able to communicate effectively (verbally and in writing) and assist all staff to resolve issues causing discrepancies and delays in the Child Juvenile & Adult Management Systems (CJAMS), the agency's electronic information system.
POSITION DUTIES
- Extract and analyze data from various sources (e.g., CJAMS, Workday, internal databases) to create reports. Examples of reports include but are not limited to are the LJ data and milestone reports from Qlik, reports from DHS found on the agency dashboard for child welfare or the ACQI reports generated by SSA.
- Collaborate with multiple Divisions of the agency to identify the types of data and reports needed to improve outcomes for children, families of Baltimore City and the productivity of staff.
- Recommend innovative ideas and/or methods to improve Baltimore City Department of Social Services business processes and data outcomes.
- Research and compile information as directed by the executive and may recommend innovative ideas or methods of doing business.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

One year of experience creating and managing data collection systems.
One year of experience responding to inquiries and resolving problems in accordance with applicable procedures, regulations and laws.
One year of experience identifying opportunities to improve operations to achieve organizational objectives.
One year of experience maintaining effective working relationships with internal and external partners.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

- Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date).
