Main Purpose of Job
This position plans, directs, and supervises the operations of the Sediment, Stormwater, & Dam Safety Program's, Program�Review Division. The incumbent in this position will be responsible for implementing various urban environmental programs and activities including but not limited to issuing National Pollutant Discharge Elimination System (NPDES) municipal stormwater permits and overseeing the implementation of local erosion and sediment control and stormwater management programs. This is accomplished by analysis of NPDES stormwater applications, the planning and supervision of permit composition, the determination of NPDES compliance, and the periodic field review of local erosion and sediment control and stormwater management program effectiveness.� This position supervises inspectors, natural resource planners, and engineers in the administration of local erosion and sediment control and stormwater management programs.�The position functions as a liaison to elected officials (local, State, and Federal), the Office of the Secretary, and the Director of the Water and Science Administration on erosion and sediment control and stormwater management policy matters.�The Program Manager is responsible for implementing three State statutes and a federally mandated program including the: Sediment Control Act, Stormwater Management Act, State NPDES Requirements, and Section 402 of the federal Clean Water Act.� The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, other appropriate technical discipline, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree. EXPERIENCE: Five (5)�years of experience supervising professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products. NOTES: (1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education. (2) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following: (please indicate in your application if you have a degree/experience in any of the following: Five years of experience in the administration of a regional or statewide aspect of the National Pollutant Discharge Elimination System’s (NPDES) Municipal Separate Storm Sewer System (MS4) Program.�� Five years of office and field experience in reviewing, inspecting, and enforcing erosion and sediment control, stormwater management, and stormwater restoration best management practices. Five years of experience in the administration of a regional or statewide aspect of Maryland’s erosion and sediment control or stormwater management programs.
