Main Purpose of Job
The position oversees the Licensing Division and is responsible for all aspects of the assigned command's operation. The main purpose of this position is to administer the provisions of the Annotated Code of Maryland and COMAR related to: the licensing and registration of firearms; handgun permits; security guards and and agencies and other licensing functions as defined by statute or regulation, and their law enforcement services to the citizens of the State of Maryland and allied law enforcement. This position is assigned the powers and bears the associated responsibilities enumerated in 2-412 of the Public Safety Article.
POSITION DUTIES
Responsible for working directly with the Superintendent, Department's Bureau Chief's and other senior executives to devise operational and enforcement strategies and long-term plans to meet the Department's vision, mission, goals and objectives. Reports on the performance of the division within the Criminal investigation Bureau to all internal and external stakeholders. Create, approve, evaluate and modify department policy as required. Determines proper personnel allocations for the division and units within the Licensing Division. Plans, coordinates, supervises and evaluates the work of subordinate command personnel. Work with commanders and allied agency command personnel to effectively create and maintain relationships and partnerships. Performs other duties as required by the Bureau Chief.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an accredited four-year college or university. Experience: Three (3) years of managerial or supervisory experience at a professional services level. Note: Applicants may substitute additional experience as described above for the required education on a 'Year-for-Year' basis. In lieu a Bachelor's degree seven (7) years of experience is required.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications: 1. Prior law enforcement experience as a law enforcement officer or civilian law enforcement support. 2. Experience in the provisions of the Annotated Code of Maryland and COMAR related to: the licensing and registration of firearms; handgun permits; security guards and agencies and/or other licensing functions as defined by statute or regulation.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, to include a polygraph examination, before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.
