Main Purpose of Job

The main purpose of this position is to lead the development, management and evaluation of performance management and quality improvement (QI) initiatives for the Maryland Department of Health (MDH). This position will manage and oversee the performance management and quality improvement program, setting strategic direction for performance management and quality improvement within MDH and Public Health Services (PHS), ensuring alignment with leadership priorities for outcome-driven program planning and execution. This position will be responsible for effective decision-making and resource allocation by managing the PHS performance management system, identifying performance measures and associated standards, tracking and reporting on progress and driving quality improvement efforts to enhance public health service delivery.

This position will provide training in quality improvement and performance management to MDH public health programs and local health departments. This position will collaborate with public health subject-matter experts to offer technical support and guidance, ensuring the consistent application of MDH’s Performance Improvement Implementation Guide. This position will facilitate both introductory and advanced QI training sessions, equipping MDH staff with essential skills and knowledge to enhance program performance and drive public health improvements. This position will also analyze program performance trends and develop data visualizations to identify key areas for improvement. This position will support the MDH Quality Improvement Steering Committee, which includes senior leadership, and serve as chair of the MDH Quality Improvement Council to facilitate department-wide QI projects.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience in performance management, including implementation in public health or healthcare organizations.

2. Experience in quality improvement using various methods and tools, with a proven track record of enhancing outcomes through successful quality improvement initiatives.

3. Experience leading, guiding, or facilitating group discussions, meetings or activities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
