Job Summary
This position will serve as the lead worker to the staff in the Business Systems Support Unit and will coordinate business systems activities and processes with other program areas and external customers. They have broad responsibility for setting systems unit work priorities, distributing work, tracking, monitoring, and analyzing system problems and performing other related tasks as needed. The lead will direct the writing and implementation of work procedures to meet operational needs and provide technical expertise for the agency on legislative changes and fiscal notes. This position will lead technical projects that affect the agency as well as train and back up the functional experts (MNDRIVE SMEs) in the unit. This position will provide training for new MNDRIVE SMEs in the agency on procedures for SQRs, testing, and security and provide written and oral presentation of issues and propose solutions to management as required. This position will work closely with the product and systems support teams to support DVS's internal functions that are essential for meeting customer needs. This position will evaluate policies and procedures and make changes as needed.
The incumbent will provide structure, organizational management, business representation, and service to the division on critical communication and service delivery systems and work collaboratively and closely with the other Division Program Directors. Additionally, this position will promote collaboration and teamwork across all internal teams including other division, MN.IT@DPS, and MN.IT Central. This position promotes good stewardship of state resources, balances operational efficiency and standardization with flexibility and customer service.
Qualifications
Minimum Qualifications
- Four* (4) years of experience providing work direction and technical expertise within business system support, project management, change management, and/or business process design, including reporting and providing strategic recommendations to executive leadership
- Experience mentoring, coaching and training team members
- Ability to work cooperatively with individuals from diverse backgrounds and underserved communities

- Experience organizing and leading projects, maintaining multiple projects simultaneously, working independently and effectively under pressure
- Ability to communicate clearly, present complex information to users in a comprehensive style, translate business information to technical stakeholders and translate technical and system information to non-technical stakeholders
- Collecting, analyzing, and interpreting data; using data to lead decision making while navigating change, ambiguity and setbacks
- Leading continuous improvement initiatives
- Developing and implementing policies and procedures
- Providing business requirements for IT projects; organizing and prioritizing work, and creating and proving status reports
- Bachelors degree or higher may substitute for one year of experience
Preferred Qualifications
- Experience building and maintaining strategic relationships
- Experience and knowledge of driver and motor vehicle related services
- Experience with technology related project coordination and contract management
- Experience with project work prioritization
- Experience creating a PMO roadmap
- Experience in Agile/Scrum
- Certified Scrum Master or Product Owner
- Knowledge of industry best practices, trends and emerging technologies
Physical Requirements
Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
