In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

Job Summary

*** Telework (Within Minnesota or neighboring states only; telework is not allowed in other states) and flexible hours options are available.***
Quarterly in-person meetings required in/around the metro Twin Cities.

This position provides consultation, technical assistance, support and oversight of Minnesota’s upfront child protection response continuum to local child welfare agencies. This position has the lead in efforts to improve policy, programming and practice protocols related to the overlap of child maltreatment with substance use, including prenatal exposure. These efforts include providing technical assistance for counties, tribes and community agencies, coordinating evaluation efforts, analyzing program outcomes and developing and implementing training for local staff. This position also involves reform activities related to child welfare, including activities to meet state and federal legislative changes and program compliance.

Responsibilities include:
  • Provide consultation, technical assistance, and support to child protection agencies regarding the upfront child protection response continuum.
  • Develop and maintain policy guidance and oversight of Minnesota’s upfront child protection response continuum including substance use and prenatal substance exposure.
  • Lead, co-lead, and/or participate in statewide reform efforts that aim to improve the child protection response and/or comply with federal or state law or guidance.

Qualifications

Minimum Qualifications

Three (3) years professional experience in Child Welfare Services. Experience must demonstrate the following:
  • Knowledge of federal and state child protection programs, statutes, child welfare policies and programs
  • Experience in child protection intake, assessment, investigation and/or case management
  • Experience in building relationships with child welfare county and tribal agencies
  • Experience working with families experiencing substance use, including prenatal exposure
  • A bachelor’s degree in social work or a related field may substitute for 1 year of professional experience OR A master’s degree in social work or a related field may substitute for 2 years of experience.

Preferred Qualifications

  • Anti-racist practices imbedded and valued within work.
  • Experience in drafting reports, grant proposals and request for proposals.
  • Experience working with Plans of Safe Care and supporting families with substance use in the child welfare system
  • Variety of experiences working effectively with others from different backgrounds and cultures.
