Job Summary
Responsible for managing all aspects of assigned programs including the efficient completion of all workflow activities including program set up, yearly management of program cycle, auditing and compliance, knowledge management and transfer, developing and maintaining accurate process documentation and manuals, accuracy of all records, systems, and information. Ensuring the Agency's stakeholders and customers have the tools, technology, documentation, customer support, information, and training needed to understand the programs and to use program's technology and tools. The incumbent works to eliminate barriers and support Diversity, Equity, Inclusion (DEI), and accessibility goals. This position provides communication, training, and support to all stakeholders, ensuring timely responses to all inquiries. Responsible for leading assigned projects and supporting other initiatives as assigned.
Duties Includes:
- Administer, direct, and coordinate the activities of the Postsecondary Child Care Grant Program, State Work Study Program, Summer Academic Enrichment Program, Safety Officer's Survivor Grant Program and other assigned programs while complying with federal and state statutes, rules, and guidelines
- Support the daily program operations of other financial aid programs, and leads other assigned projects to maintain program objectives and ensure efficient program operations within statutory requirements, agency rules, and program procedures
- Complete other administrative tasks related to other state financial aid programs
Qualifications
Minimum Qualifications

Five (5) years of experience at a college, university or State Agency setting working with Federal, State and Institutional financial aid programs
- A Bachelor's degree may substitute for two (2) years of experience
- Demonstration of ability to develop and maintain relationships with various clientele including, but not limited to, stakeholders involved in concern about the cost, availability and access to childcare, on and off campus employers for state work study, Minnesota students and their families including those from communities of color, indigenous communities, and those who face economic challenges or are from low-income backgrounds
- Advanced Microsoft spreadsheet, word processing, database, and presentation software, or equivalent
- Matt skills sufficient to develop and provide training on award and allocation formulas used for the various programs
Preferred Qualifications
- Demonstrated experience administering the Postsecondary Child Care Grant and Work Study programs
- Established experience using OHE’s MNAid database
- Ability to work under pressure at times to handle a wide variety of activities and confidential matters with discretion
- Ability to understand, interpret and apply applicable state laws, rules and policies
- Experience designing, using, and testing web-based program application and reporting systems
- Write highly technical and complex, yet concise, policies, procedures, software specifications, reports, correspondence and other materials
Physical Requirements
- Ability to position self and move sufficiently to perform repetitive tasks.
- Maintain a stationary position for long periods of time.
- Ability to carry up to 20 pounds of weight on an infrequent basis.
