Job Summary
Minnesota Management and Budget (MMB) is seeking a Strategy and Performance ManagerStrategy and Performance Manager to join the Results Management team. The Results Management team conducts analysis and research to support state and local partners making informed policy decisions for the people of Minnesota. The Strategy and Performance Manager supervises a team of five staff, overseeing enterprise-wide results processes that establish goals in strategic priority areas. This is a highly visible, nonpartisan role that works directly with senior leaders across State government.
Job duties and success indicators for this position include:
- Shepherding processes to advance goals and priorities through data analysis, goal monitoring, interagency facilitation, and strategic project management
- Managing complex and sensitive projects and dynamics with senior leaders which require sound discretion and independent judgement
- Using data to inform policy decisions and persuade stakeholders
- Building and maintaining professional and respectful working relationships with MMB staff and key stakeholders
- Overseeing the strategic direction and activities of the enterprise-wide results process; determining implementation objectives, priorities, and policies
- Providing day-to-day direction and supervision to Results Management staff; providing effective feedback, coaching, professional development, and other supervisory responsibilities
This position will have the flexibility to work a hybrid schedule, splitting time between teleworking and working in the office.
Qualifications
Minimum Qualifications

Five (5) years* of data, research, and policy analysis experience that includes:
- Managing the development, implementation, and/or improvement of public sector or social programs, projects, or policies using performance management approaches
- Working with senior leaders of an organization; providing respectful consultation and advisement based on data analysis, evidence, and strategic priorities

Demonstrated leadership experience which could include any of the following:
- Supervising or managing staff or acting in a lead worker capacity
- Completion of a State leadership development program, such as Emerging Leaders institute (ELI) or Senior Leadership Institute (SLI) OR completion of a similar leadership development program through another organization
- Leading a program or chairing a committee, such as an employee resource group (ERG), for at least one year with at least 100 hours committed per year
- Knowledge of data analysis techniques and programs sufficient to create and/or navigate data dashboards, reports, performance indicators, etc.
- Written and verbal communication skills sufficient to provide clear and often simplified information to a variety of audiences.
- Leadership and relationship management skills sufficient to direct and support the work of staff as well as contributors from other organizations in an inclusive and respectful manner
- Ability to effectively organize and execute many simultaneous priorities and operate in an ambiguous and ever-changing environment, anticipating barriers and overcoming challenges
- Ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment

- A bachelor’s degree in public policy, public administration, business administration, urban planning, economics, journalism, law, or a related field may substitute for one (1) year of experience. A master’s degree in a similar field may substitute for eighteen (18) months of experience.

- Bachelor’s degree (or higher) in public policy, public administration, economics, business administration, urban planning, journalism, law, or related field
- Knowledge of Minnesota’s budget process, state policies, procedures and practices, and research institution landscape
- Experience with group facilitation methods to convene diverse groups of varying sizes and foster collaboration
- Experience designing and using results-driven frameworks to inform decision making
