Job Summary
** The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.
This position is located at Central Office in St. Paul. This position will have the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to complete a telework agreement. The incumbent will be expected to work in the office on occasion.
The Minnesota Department of Transportation’s Office of Transit and Active Transportation is committed to creating systems that make it easier for people to choose and our partners to provide lower carbon modes of transportation across Minnesota. This position is responsible for facilitating the transition of rural transit system fleets to low or no emission vehicles and sustainable facilities. This position is responsible for all elements of the grant selection and implementation process including, 1) supporting Minnesota’s rural transit agencies in planning for Grants for Buses and Bus Facilities Program-5339(b) and Low or No Emission Vehicle Program - 5339(c) 2) Leading the annual development of MnDOT’s grant application, including developing and overseeing a process for prioritizing among candidate projects from Minnesota’s rural transit systems, 3) Upon award, this position is responsible for overseeing federal grant contracts, providing both direct oversight of the implementation activities as well as managing consultants in their project management of implementation activities. With experience, this position will evolve to that of technical expert for transit systems, within the department and in other public forums on the topic of fleet transition to low or no emission vehicles.
Frequent travel (30%) is required to transit project locations throughout Greater Minnesota.
Qualifications
Minimum Qualifications
Two years of advanced professional experience in administering statewide programs.
Experience must also demonstrate the following:
- Experience working with stakeholders to assess needs and develop plans.
- Experience with contract management, including selection and management of contracts through completion.
- Budget and accounting experience sufficient to work with complex funding sources, audit budgets to ensure compliance and reconcile discrepancies.
- Valid Class D Driver’s License.
A Bachelor's or Master's degree in (Public Administration, Planning, Business Administration, Finance) substitutes for six months of advanced professional experience.
Preferred Qualifications
- Experience with the federal grant management application process.
