Job Description:
Examples of Work
- Plans, organizes, and directs all licensing activities for both racing and gaming.
- Provides daily supervision to licensing staff across four locations, including hiring, scheduling, training, assigning work, and monitoring performance.
- Serves as the subject matter expert on all statutory licensing requirements, addressing questions from staff and the public.
- Reviews non-routine licensing applications and makes recommendations for approval or denial based on eligibility requirements, statutes, and regulations.
- Offers staffing coverage at licensing locations when needed; assist customers seeking licenses for racing and gaming by processing applications, including payment and paperwork.
- Coordinates with the finance team on licensing invoicing processes and tracking.
- Establishes and maintains a licensing dashboard to track applications and other metrics; prepare reports.
- Supports the implementation of Nebraska Statutes and Rules and Regulations under Title 294 and Title 296.
- Embraces additional responsibilities as needed to support the Commission’s evolving needs.
Requirements / Qualifications
Minimum Qualifications: Associate degree in public or business administration, accounting, or any discipline related to the work assigned. One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes. Experience may substitute for education on a year-for-year basis.
Other: This job requires regular, reliable onsite attendance. Must possess a valid driver’s license.

- Capable of understanding, interpreting, and applying various rules, regulations, policies, procedures, and laws.
- Strong supervisory abilities to manage and motivate staff across multiple locations.
- Excellent organizational and time-management skills.
- Effective communication and interpersonal skills to interact with staff, NRGC management, gaming operators, horsemen, and the public.
- Strong attention to detail and accuracy in work.
- Proficient in using computers and the Microsoft Office Suite (Outlook, Word, Excel).
- Ability to travel regularly to other NRGC locations and work a flexible schedule, generally Monday through Friday with occasional scheduled hours on evenings, weekends, or holidays.
