The New Mexico Department of Finance & Administration, Infrastructure Planning & Development Division (IPDD), Federal Grants Bureau is dedicated to strengthening the capacity of state agencies, local governments, and tribes to successfully secure and manage federal grants that benefit New Mexico communities. Through strategic collaboration with state agencies, the legislative and judicial branches, and local public bodies, the Federal Grants Bureau helps maximize the impact of federal resources in New Mexico¿s infrastructure and community development initiatives.
Why does the job exist?
This position is responsible for providing technical assistance and support to state agencies, local governments, tribal entities, grant writers, and other stakeholders to help them effectively identify, apply for, and secure federal grants. The Federal Grants Acquisition Analyst will focus on assisting these customers with the grant writing process, offering guidance on application requirements, compliance with 2 CFR 200, and aligning proposals with federal funding opportunities, including those under major initiatives like the American Rescue Plan Act, the Infrastructure Investment and Jobs Act, and the Inflation Reduction Act. The analyst will play a key role in delivering training, developing resources, and offering direct support to ensure that applicants can successfully navigate federal grant programs. Additionally, they will help ensure the Federal Grants Management System (FGMS) accurately captures grant applications and related data. Ultimately, this role strengthens New Mexico¿s ability to secure federal funding for critical infrastructure and community development projects by providing targeted technical assistance throughout the grant writing and application process.

- Develop and maintain internal processes for financial tracking, reporting, and audit preparation to ensure the accurate and efficient management of federal grants.
- Provide support in the implementation and maintenance of the Federal Grants Management System (FGMS), ensuring it captures the full life cycle of federal grants, from application to performance measurement, and that data is accurate and up-to-date.
- Collaborate with state agencies, local governments, tribal entities, and other stakeholders to offer technical assistance on federal grants management, helping them navigate compliance issues, reporting requirements, and financial documentation.
- Support the Bureau in tracking the effectiveness of federal grants, ensuring that the intended outcomes of funded projects are achieved and that reporting requirements are met.
- Provide training, outreach, and technical assistance to federal grant recipients to ensure successful grant implementation, monitoring, and closeout.

The customers of the Federal Grants Bureau include a broad range of entities that rely on federal funding to support infrastructure, public services, and community development initiatives across the state. These customers include :
State Agencies - The Bureau works directly with New Mexico state agencies to track federal funding received by the state, provide technical assistance on grant applications, ensure compliance with federal regulations (2 CFR 200), and support financial management and audit processes.
Local Governments - Cities, counties, and municipalities across New Mexico depend on the Bureau for guidance on identifying, applying for, and managing federal grants. The Bureau provides training, outreach, and technical assistance to help local governments maximize federal funding opportunities.
Tribal Governments - The Bureau supports tribal nations in New Mexico by assisting with federal grant applications, compliance, and financial management to ensure they can fully access and effectively utilize federal resources.
Ideal Candidate
The ideal candidate should have strong organizational and problem-solving skills, with experience managing federal grants in compliance with 2 CFR 200 and state regulations. They should be detail-oriented, proactive, and comfortable handling multiple tasks, including financial tracking, reporting, and audit preparation. The candidate should have the ability to collaborate with various stakeholders, providing clear and effective technical assistance to ensure successful federal grant administration. A solid understanding of grant management systems and the ability to streamline processes for efficiency will be key.
Minimum Qualification
Bachelor's degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Pre-employment criminal background check is required, and employment is conditional pending results.
State issued ID or Driver's License.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Possible exposure to irate clientele. Some statewide travel may be required. Incumbent will work under stress and frequent time constraints. Must have own mode of transportation for work-related travel.
