Why does the job exist?
This position will provide administrative support to the Charter Schools Division (CSD) in managing a $3M annual budget, to include procurement, budgeting with in SHARE and OBMS. Additionally, this position will be responsible for managing legislative appropriations made to charter schools. This position performs standardized work procedures related to program management and financial management for the Charter Schools 2% fund, legislative appropriations, charter school financial closure processes and support to the Division as needed and requested.
How does it get done?
1) Review and evaluate requests for reimbursements of legislative appropriations made to charter schools; provide technical assistance and justifications for denying or approving reimbursements. 2) Annually draft, log, and coordinate routing for division contracts (including intergovernmental agreements and/or professional services contracts); prepare and track vendor payments; prepare contract management information as needed, into reports that help manage the Division's procurement. Accurate work with contracts, payments and reimbursements, including procurement, travel, IGA and contract management. 3) Provide reports from SHARE and OBMS on Charter 2% funds and on Legislative Appropriations managed by the CSD. Provide financial reports to CSD director and to the Public Education Commission's finance subcommittee. Keep organized records of all fiscal operations. Maintain documentation in an orderly manner. Prepare annual financial reports, draft and respond to program and financial audits. 4) This position will lead financial aspects of a charter school closure processes to ensure proper accounting of school records and disposal of school assets, in accordance with the division's school closure protocol and assist the Division in charter school financial data collection and monitoring.

Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
