Why does the job exist?
Incumbent will supervise a unit of CYFD Fostering Connections Specialists that partner effectively with young people to support the transition from foster care to adulthood in developmentally appropriate and identity affirming ways; effectively balances the supervisory functions of education, administration, and support to ensure staff develop the knowledge, awareness, and skills needed to align professional practice with the Older Youth Services values, practice model and worker competencies to bring about quality and effective casework interventions; supports staff in ethical, responsive decision-making to achieve positive youth outcomes; supports staff in the creation and implementation of plans to promote the development of knowledge and skills needed to meet personal professional goals and / or advance professionally; utilizes data, continuous quality feedback loops, and effective communication to ensure accountability to young people, the agency, stakeholders, and the community.
How does it get done?
- Ensure a quality, responsive workforce that partners effectively with young people to support the transition from foster care to adulthood in developmentally appropriate and identify affirming ways.
- Ensures that employees are appropriately recruited, selected, and appraised; addresses performance issues.
- Provides training and career coaching through mentoring and arranges for outside training opportunities. Ensure consistent practice and up-to-date implementation of CYFD policy and procedure completion.
- Listens effectively and clarifies information as needed. Makes well-informed, effective, and timely decisions and perceives the impact and implications of those decisions. Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
- Writes in a clear and concise manner.
- Supports development and deepen understanding of the Fostering Connections Bureau values about young people, the practice model, and worker competencies across CYFD and with community providers.
- Develops networks and builds alliance; collaborates across boundaries to build strategic relationships and achieve common goals.
Ideal Candidate
Minimum Qualification
Bachelor's degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, and / or Family Studies / Services and four (4) years of any combination of experience including working with communities, working on health or social service related matters, social work / case management experience, behavioral health, and / or health care. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Lifting up to twenty-five (25) pounds, and some travel with the occasional overnight stay may be required.
