The IT Application Developer III / System Integrator Platform Module Owner will serve as the key technical and product leader for the System Integration (SI) module and its platform an essential part of the Health Care Authority's (HCA) data-driven IT ecosystem.
The IT Application Developer III/ System Integrator Platform Module Owner will:
Manage the product backlog, prioritize features, and ensure the SI module delivers value while aligning with HCA's strategic goals;
Require strong collaboration with stakeholders, vendors, and cross-functional teams to drive product development and integration;
Serve as a liaison between technical and non-technical teams, translating business needs into technical specifications and vice versa;
Monitor vendor performance to ensure deliverables meet HCA's quality standards, timelines, and strategic goals and;
Collaborate with the Project Manager to ensure that the product stays within budgetary constraints and meets deadlines, adjusting priorities as necessary.

The IT Application Developer III / System Integrator Platform Module Owner is responsible for:
Acting as the Product Owner for the SI module, guiding its development and ensuring it delivers value to the organization;
Serving as a subject matter expert (SME) in key system integration areas, including web services, APIs, data mappings, data transformation, MFT, and ICAM technologies;
Coordinating communication and collaboration between the SI vendor, stakeholders, and other module vendors to ensure that integration work aligns with business and technical needs;
Monitoring and adjusting priorities based on resource constraints, business needs, and feedback from stakeholders, ensuring timely and cost-effective product delivery;
Supporting other modules by facilitating technical documentation, testing, and release planning from the SI vendor and;
Implementing best practices for system integration and product management, ensuring effective vendor management and reliable execution of integration projects.

Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and four (4) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Travel statewide is required.
