The Management Analyst III / PPIB Analyst will :
Support and work with the Rural Health Care Delivery Fund Coordinator (RHCDF) by assisting with the following job duties :Creating requisitions
File organizationStakeholder communicationReceipt of invoicesEnsuring expenditures are coded correctly and timelyOrganize meetings, slide deck and agenda creation;Support the Primary Care Council (PCC), Primary Care Payment Reform (PCPR), Closed-Loop Referral System and other stakeholder-based programs;Provide strategic support to the leadership of Health Care Authority (HCA);Provide stakeholder engagement, insight, research and analyze complex issues, problems and determine solutions that will keep the grant process on target;Support the existing program rolling out of the Primary Care Payment Reform by working with the Primary Care Council and providers to establish best practices for the program.How does it get done?
The Management Analyst III / PPIB Analyst is responsible for :
Overseeing and providing administrative and project support for the RHCDF to defray operating losses, including rural health care provider or rural health care facility startup costs incurred in providing inpatient, outpatient, primary specialty or behavioral health services to New Mexico Residents In close collaboration with HCA leadership, New Mexico Medicaid, and Behavioral Health Services Coalition administer the RHCDF / PCPR / PCC;Revising, implementing and monitoring an interest survey and Request for Application (RFA);Organizing and executing grant review and select process;Providing technical assistance to vendors, community-based organizations and the public;Providing technical guidance to applicants during program implementation;Conducting program monitoring through reporting structures, regular program monitoring, budget, reviews and reporting;Conducting field visits as necessary;Drafting funding proposals to advance the grant work as needed;Liaising with state agencies; community-based organizations, vendors, state and federal authorities, research institutes and partner organizations;Strategically planning and developing objectives and tactics to meet the intended goals of the project;Determining, allocating or redirecting resources as needed to meet the demands of the project;Meeting with HCA staff regularly to monitor grant implementation, address barriers, and identify solutions to keep the project on track;Preparing communication materials for variety of audiences (e.g. public, legislators, state agencies, community-based organizations) that describe the RHCDF / PCPR / PCC process, timelines and outcomes.Who are the customers?

The Ideal Candidate has :A Bachelor's Degree;Experience in grant administration, budgets, and stakeholder engagement;Experience monitoring programs for compliance with regulations, state and federal laws;The Ability to learn and use a variety of software, tools, and systems necessary to meet program needs;The Ability to build relationships and collaborate within a team, internally and externally;The Ability to monitor and prioritize multiple deadlines and projects simultaneously;Strong written and verbal communication skills;Problem Solving and Interpersonal Skills;Strong skills in Customer Service;The Ability to organize and manage data.Minimum Qualification
Bachelor's degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Possible exposure to irate clientele. Some statewide travel may be required. Incumbent will work under stress and frequent time constraints. Must have own mode of transportation for work-related travel.
