Purchasing Agents buy a vast array of tangible items and services for the NM Department of Health. Purchasing agents procure for the best and the highest quality of goods and services at the lowest possible cost. Purchasing agents consider price, quality, availability, reliability, and technical support when procuring from suppliers and merchandisers. Purchasing agent professionals must have a working technical knowledge of the goods or services to be purchased. The Purchasing Agent shall ensure budget sufficiency and evaluate/ review all supporting documents in order to support the request for purchases. This service is for the Department of Health statewide. This position will advise agency purchasing agents on policies and procedures related to
contracts and purchasing to ensure compliance with rules and regulations.
How does it get done?
This position will review all incoming requests for purchases as assigned. This position will create purchase orders, change orders and contracts in the SHARE Financial system. This position will upload documents to the various websites including; sole-source; emergency procurement; Requests for Proposals (RFP); Invitations to Bid (ITB) and contracts and payables as required by rules or regulations. Assists agency personnel with administering Request for Proposals (RFP's), subsequent and or small purchase contracts/amendments for professional services, information technology, general services, MOU's and Lease Agreements. Work will be performed under limited supervision or under limited direction with management and leadership. The position must adhere to establishes quality control measures, and performs a full range of purchasing duties involved in the procurement or contract process and direct procurement/contracting operations within the agency.

The position will support all program purchasing teams to achieve their specific program and agency objectives. The position will serve Administrative Services Division staff and external staff in the field in their need to procure goods and/or services. The position will also work collaboratively with external agencies who have business with the Department of Health and with vendors who are providing services to the Department of Health.

Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Working Conditions
Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
