Why does the job exist?
This position serves as the Purchasing Agent for the Oil Conservation Division (OCD). In addition, it will also serve as the division's coordinator for the following programs: Gas cards, P-car holder and fleet services.
The OCD Purchasing and Payables Agent ensures compliance with internal policies and procedures and compliance with the State Purchasing Act, State Purchasing procedures and DFA practices. In addition, the position will ensure all items purchased are received, invoice is processed and all proper documentation is scanned into SHARE for processing by ASD staff. The position will serve as the authorized P-Card holder for the division.
The position will be responsible for working with OCD management and project coordinators to ensure all contracts and grant obligations are encumbered by working with EMNRD General Counsel and ASD staff to get all required signatures and documents processed timely.
As the Division Gas card Fleet coordinator, the position will process all requests by staff for new gas cards, reset password when needed, collect all vehicle logs monthly and conduct random monthly audits of all division gas card use to ensure proper usage and compliance with State rules and regulations and ensure proper controls are in place to prevent misuse of fuel cards. The position will reconcile the vehicle logs to actual receipts.

Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must maintain and possess a current New Mexico Driver's License.
Working Conditions
Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
