The Freight Rail and Economic Development Program Manager is responsible for providing statewide freight transportation, logistics, and economic development expertise to the Rail Division. This is done in coordination with economic development organizations at all scales to increase the economic competitiveness of North Carolina, as well as the economic impact of freight and passenger rail. The position leads teams of engineering and data analysis consulting firms, Department and Division employees, and other stakeholders in developing analysis, studies, research, and reports to support new and ongoing freight and logistics opportunities. Studies and programs include, but are not limited to, developing the multimodal and intermodal freight network connectivity between rail, truck and maritime shipping, supporting logistics development for existing and prospective industries, maximizing the potential of state and private transportation assets for freight, and analyzing interstate freight traffic flows to balance the burden on rail and highway networks. The position proposes, develops, and recommends policies related to statewide freight, logistics, and economic development for executive leadership consideration and action. The position represents the Division and Department on matters related to freight, logistics, and economic development.In order of importance, the Freight Rail and Economic Development Program Manager will be responsible for: Freight Rail Program Development: Work to ensure that freight rail funds achieve strategic ends for NCDOT, largely through coordination and engagement with stakeholders within and outside NCDOT.Team Management: This position leads a team of NCDOT employees and consultants retained to support the office’s functions, with a focus on coordination with economic development organizations at all scales to increase the economic competitiveness of North Carolina, and the economic impact of freight and passenger rail.Intercity Passenger Rail Program Development: Support efforts to improve and expand intercity passenger rail, especially through engagement with economic development and destination marketing bodies.Subject Matter Expertise: Serve NCDOT as a subject matter expert and policy advisor.
