The NC FAST Trainer is responsible for developing and delivering comprehensive system training to Department of Health and Human Services (DHHS) staff. This role encompasses classroom, virtual, and eLearning instruction focused on nine economic benefit and social services programs managed through the NC FAST system. The trainer plays a critical role in designing, implementing, and evaluating training materials, including facilitator guides, presentations, job aids, and interactive online resources. Collaboration with stakeholders, including training leads and subject matter experts, is essential to ensure the training content meets organizational needs and addresses evolving program requirements.


The NC FAST Trainer also manages classroom logistics, prepares materials, and monitors participant progress to assess knowledge retention and application. Additionally, the trainer assists with classroom technology setup and provides basic application support to facilitate smooth training sessions. This role requires strong communication and organizational skills, as well as proficiency in content development software and virtual learning platforms. The trainer is expected to maintain up-to-date knowledge of adult learning principles, change management strategies, and eLearning systems. 


Key Duties:
  • Develop and deliver classroom, virtual, and eLearning training sessions on the NC FAST system.
  • Prepare, organize, and manage classroom logistics, including equipment setup and participant registration.
  • Design and create training materials, including presentations, facilitator guides, job aids, and interactive content.
  • Evaluate training effectiveness through participant feedback, assessments, and performance monitoring.
  • Collaborate with training leads, scriptwriters, and subject matter experts to ensure content accuracy and relevance.
  • Assist with technical setup and provide basic support for classroom hardware and software.
  • Analyze training gaps and make recommendations for curriculum improvements and updates.
  • Apply adult learning principles and change management strategies to enhance training effectiveness.
  • Maintain proficiency with content development tools (e.g., Adobe Captivate, Camtasia) and virtual platforms (e.g., Adobe Connect).
  • Provide ongoing support and guidance to training participants as needed.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Experience delivering adult training via methodologies such  as classroom, virtual, and eLearning formats.
  • Documented experience with eLearning systems (e.g., Totara) and content development tools (e.g., Adobe Captivate, Camtasia, Microsoft Suite).
  • Proven experience developing and presenting training materials/ facilitating group learning.
  • Experience applying change management or process development
Management Preferences:
  • NC Income Maintenance casework experience (IMC) or other public assistance work
  • Documented experience with utilizing the requirements and standards any program listed: 
    • Medicaid (MA)
    • Child Care (SCCA)
    • Food Nutrition Services (FNS)
    • Program Integrity (PI)

Bachelor's degree from an appropriately accredited institution and three years of training development experience in a progressive training or teaching role;
