THE POSITION

Do you like to work independently providing sound information? The Department of Community and Economic Development needs you today working on the federal HOME-ARP Program, HOME Investment Partnerships Program and other HUD special purpose grants within the Center for Community & Housing Development. The Pennsylvania HOME Program is a federally funded program that provides municipalities with grant and loan assistance to expand and preserve the supply of decent and affordable housing for low- and very low-income Pennsylvanians.

DESCRIPTION OF WORK

This position schedules and conducts monitoring of grantees, reviews and recommends grant applications for approval, makes independent determination on the programmatic capability of each grantee applying for assistance, generates and reviews reports, provides technical assistance to local elected officials and staff regarding the activities and acceptable use of HOME and other HUD special purpose grant funds within the Center for Community & Housing Development.

Work Schedule and Additional Information :

  • Full-time employment
  • Work hours are 8 : 00 AM to 4 : 30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework : You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary : In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements :

  • A bachelor's degree in business or public administration or a related field; or
  • An equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
  • Additional Requirements :

  • You must have at least two years of experience in grant administration.
  • You must have at least two years of experience performing analytical work.
  • You must be willing and able to work in Dauphin County, Harrisburg, Pennsylvania.
  • You must be able to perform essential job functions.
  • Preferred Qualifications (not required) :

  • Degree in public administration, urban planning, political science or a closely related field
  • Professional work experience in community planning or development of affordable housing
  • Experience administering the HOME Investment Partnerships Program
  • Experience administering, managing or working as an analyst or compliance staff member on any federal, state or local grant programs involving community development or affordable housing.
  • Experience in in reviewing, evaluating or assisting with determinations for applications requesting grant funds.
