What are the responsibilities and job description for the System Procurement Manager II position at State of South Carolina?
Performs systemwide complex duties with procurement of large volume and highly complex information technology and goods and services between the entire University system and vendors.
Obtains competition in accordance with the provisions of the SC Consolidated Procurement Code and internal policies and procedures of the University system.
Assists Purchasing Staff with contract administration related duties.
Provides effective leadership, direction and management of complex procurements.
Requires a bachelor’s degree in a job related field and 3 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience. Universal Public Procurement Certification Council (UPPCC), CPPOor CPPB. NIGP-CPP is preferred. Familiarization with or ability to learn SC Consolidated Procurement Code. Knowledge of specification writing, contracts and procurement. Knowledge of a personal computer with analytical skills. Analytical skills and the ability to collect, compile and assemble information in a clear and concise manner. Ability to interpret policies and procedures accurately. Verbal and written communication skills.
