Performs inspection duties and plant reviews at asphalt plants throughout District One to ensure the production of asphalt mixes are in conformance with contract specifications. Monitors the sampling and testing procedures of the contractor to ensure compliance with specifications. Performs assurance sampling and testing on asphalt mixes to compare with contractor's tests. Monitors production of asphalt at plants to identify and/or prevent potential problems. Checks aggregate supplies, material delivery, heating components, etc on a regular basis. Makes reccomendations to contractor for corrective action on production problems. Works with District Asphalt Manager, SCDOT Office of Materials and Research, and the contractor's Quality Control Manager to troubleshoot asphalt production issues. Performs roadway density quality acceptance testing at the asphalt plant on roadway core specimens. Accurately weighs, records, and communicates the results to the District Asphalt Manager and contractor personnel. Certified as a HMA (Hot Mix Asphalt) Level 1 Quality Control Technician. Assists the District Asphalt Manager in the areas of determining field sampling requirements, scheduling, asphalt plant problem resolutions and investigations. Maintains, reviews and transports sample records for asphalt production at asphalt plants in District One. Reviews daily plant reports for accuracy and completeness. Reviews all plant records to identify trends and developing problems with mix productions. Properly maintains electronic and written project records to include maintaining records for samples taken by inspector as well as samples received from the contractor. Accurately, and in a timely manner, input sample data into Site Manager or AASHTO-Ware. Accurately maintain records for time charged to construction projects. Performs duties as District Asphalt Manager in the absence of the District Asphalt Manager, ensuring the duties of the District Asphalt Manager are performed in an effective manner. A high school diploma and two (2) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence. Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience. A valid motor vehicle operator's license is required.The physical demands for the essential functions of this position involve sitting or standing at a desk for extended periods of time. This position may require occasional travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. Must be able to lift up to 50 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
