Job Description
Work under the general guidance and supervision of the Education Program Manager assisting in the Property Tax Division Education Program. The ideal candidate will have: a minimum of three (3) years’ experience in ad valorem appraising; a Certified General Appraiser license with the State of Utah (or a Certified Residential must be Certified General within reasonable timeframe); and possess a desire to assist, train, mentor and instruct county personnel to each achieve a Utah State Tax Designations and a Utah Division of Real Estate credential (license and/or certifications).  The candidate is required to obtain (within 3 months of employment) a pre-licensing Instructor’s license with the Utah Division of Real Estate and become a qualified AQB USPAP instructor.

Principle Duties 
This position will assist in:
  • development and instruction of appraisal course work;
  • update and maintain the USTC, Property Tax Division, Standards of practice;
  • organize and solicit presentations for the annual Assessors’ School conference;
  • serve on a committee that reviews candidates demonstration appraisals prior to being submitted to the Utah Division of Real Estate to achieve appraisal credentials;
  • assist the Program Manager in developing a comprehensive annual education plan;
  • recommend new and/or additional coursework; and
  • attend Division of Real Estate Appraisal Board meetings.
Attention to detail is required at all levels or performance.

Ideal Candidate
The ideal candidate should have:
  • Must possess a high aptitude for research and analysis of large quantities of data. 
  • Acts as a resource for management and staff; provides technical support within the area of responsibility.
  • Work well with colleagues.  May be required to assist or provide technical consultation on appraisal assignments with County Representatives and/or county projects. 
  • Supervise and/or mentor appraisal candidates in the Property Tax Division.
  • Audits and review courses and practices to ensure compliance with procedures, regulations and standards.
  • Work independently with little or no supervision.  Also, be an integral team member when required.
  • Plan, organize and prioritize time and workload in order to accomplish tasks and meet deadlines.
Special Qualifications:
 
  • A minimum of three (3) years’ experience as an Ad Valorem Appraiser.
  • Current Utah General Appraiser Certification OR evidence of the ability to obtain a Utah General Appraiser credential through reciprocity within three (3) months of date of hire Utah (or a Certified Residential must be Certified General within a reasonable time frame).
  • Evidence of appraisal instruction and subject matter knowledge
  • Certified Appraiser (residential or general), in good-standing, for a minimum of three (3) years (qualifies to be an appraisal supervisor, complies with Utah DRE rules)
  • Must possess a valid Utah driver’s license and minimum required insurance; occasional travel is required.
  • Ability to proficiently use: computers; Microsoft Office software; typical presentation/instruction equipment; aerial imagery; MLS database and other appraiser related research technology.
  • Must be able to operate daily interactions with the ability to maintain confidentiality of student related information.

  • Delivers presentations, live training, on-line presentations, virtual presentations and other types of electronic or in-person training.  Must be flexible with new innovative technology and willing to implement where appropriate.
  • Recommends, develops, and implements policies and procedures; ensures Property Tax personnel are operating under the most current state and local statutes and standard operating procedures.
  • Communicates verbally and in written form with the county elected officials, their staff, and other government entities.
  • Attends and/or presents relevant updates at Assessor Real Property and Personal Property communication meetings.
  • Coordinates with program applicants and provides excellent customer service. Assists in navigating the appraisal candidate’s education path to a successful completion, culminating in a license or certification with the Utah Division of Real Estate. 
  • Review and track county compliance with USTC designations: Ad Valorem residential, Ad Valorem general, Ad Valorem personal property and Ad Valorem Centrally Assessed.
  • Knowledge of Utah State laws, codes and regulations that apply to appraisers and property tax in general.

 Working Conditions
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Physical Requirements
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
Other Requirements
  • Must pass FBI level background check 
  • All vehicle registrations and tax filings must be current.
