The Information Services (IS) unit resides within the Office of Equity and Operations, reporting through the Chief Information Officer to the Chief Equity & Operations Officer. The IS unit provides centralized IT services to all of Commerce.

The Data Management Office is responsible for the internal standards, policies, and practices regarding data collection, storage, processing, sharing, and disposal. It is an interdisciplinary field involving IT, Public Records, and program staff. To achieve compliance with several state laws and WaTech policies (data handling, privacy, security), Commerce must document and maintain existing data governance practices and help teams establish and refine their practices.

This position has a critical role in establishing Commerce’s overall enterprise data governance strategy so that Commerce can improve its data management practices and allow for standardized demographic and geographic data collection from organizations that receive direct or indirect grants from the agency. Data governance is the internal standards, policies, and practices around how data is collected, stored, processed, shared, and disposed of. It is an interdisciplinary field, involving IT, Public Records, and program staff. This position creates and manages Commerce’s overall data governance strategy, inclusive of data sharing, privacy, and data visualization. In addition, this position is responsible for managing the flow of data within Commerce, and between Commerce and external entities. This position will lead the agency’s new Data Management Office, supervising the data governance staff.

Duties

  • Develops goals and objectives for IT Data Management, Governance, Security, and Retention for the agency’s IT business systems and GIS applications.
  • Provides advice and recommendations to the IT Operations Manager based on advanced knowledge of IT Data Management methodologies, including collection, analysis, distribution, retention, security, storage, and reporting used by Commerce, other state agencies, stakeholders, and the public.
  • In cooperation with the IT Operations Manager, develops, updates, modifies, and plans work activities to align with broader agency goals and achieve long-term objectives and outcomes.
  • Sets and adjusts data staff priorities, and manages the implementation of Commerce’s overall data governance strategy, including data sharing, privacy, and data visualization, in alignment with IT goals and objectives.
  • Assigns, delegates, and prioritizes work for the IT Data Governance unit.
  • Manages Data Governance personnel to ensure compliance with federal and state laws, rules, and statutes regarding data integrity, privacy, and confidentiality.
  • Provides strategic and tactical planning for the direction and implementation of governance frameworks, standards, policies, and procedures to be adopted as agency standards for managing and maintaining data integrity.
  • Designs the path for agency implementation of data integrity, security, management, and reporting, and advises division staff on best practices for integrating agency data into their business operations.
  • Develops, updates, and manages the strategic plan for Commerce’s grants demographics project, including writing data and visualization requirements.
  • Develops and manages the agency’s data governance framework for data used with IT business systems, GIS applications, dashboards, SAAS offerings, and new technology, following up-to-date best practices in data management.
  • Develops, implements, and maintains a standardized process for categorizing data at Commerce.
  • Manages the development of the agency’s data catalog, documenting the data Commerce collects and stores, including location, assigning WA Tech security categories, and documenting existing data governance practices.
  • Manages the development of the Commerce data warehouse.
  • Performs data analysis on IT systems to assess data integrity issues and determine appropriate data cleansing options based on the assessment.
  • Conducts analysis, planning, and application design work to determine the most cost-effective and timely approach to resolving system data problems.
  • Analyzes the impacts of changes to existing data structures, program logic, and design patterns, and updates processes, procedures, and standards accordingly.
  • Creates related policies, standards, and guidance if gaps are identified during the analysis of data changes.
  • Acts as a liaison between customers and technical development staff to ensure business needs are understood and that solutions meet business requirements.
  • Collaborates with IS and division staff to provide subject matter expertise and guide program owners and staff in ensuring proposed IT solutions align with business requirements before development.
  • Works with assigned IT application developers and business analysts to provide subject matter expertise and ensure data management solutions function as designed.
  • Manages regular and ongoing agency-wide data inventory initiatives.
  • Advises procurement teams on vendor compliance with Commerce's data management needs.
  • Manages a team of professional IT Data Management employees responsible for agency-wide IT Data Management work.
  • Delegates workload responsibilities, priorities, and other assignments to team members.
  • Provides regular and ongoing feedback, coaching, and guidance to employees.
  • Evaluates employee performance and recommends corrective and disciplinary action when necessary.
  • Addresses and resolves conflicts between employees.
  • Encourages and supports employee professional development goals and provides opportunities for growth and development.
  • Identifies training needs and opportunities to address those needs.

Qualifications

Required Qualifications:

  • A Total of 9 years of experience in IT data management or other data disciplines is required.
  • A total of four years of management experience. (This experience may be concurrent with other required experience.)
  • A minimum of four years of experience in one or more of the following (This experience may be concurrent with other required experience.):
    • Conducting research
    • Analyzing policies, laws, rules, or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects.

Desired Qualifications:
