The WA Cares Fund(WCF) is the first of its kind in the United States, showcasing why Washington State leads the nation in long-term care initiatives, created by the WA state Legislature to provide affordable long-term care insurance coverage to all working Washingtonians. This program is one of the latest examples of why Washington State is a national leader in long-term care policy.

WCF is seeking a Provider Policy Manager to join our dynamic team within the Aging and Long-Term Support Administration (ALTSA). At ALTSA, we champion choice, independence, and safety for seniors and people with disabilities. Our mission is to provide quality services which empowers people to live with dignity and control over their lives.
Come join us and help support our efforts to create policies and processes related to coordinating how WCF will interact with Medicaid. Your knowledge of long-term care and policy writing will support our efforts to create a seamless experience for our beneficiaries who use both systems.

In this role, you will be responsible for developing and implementing a new policy for the WA Cares Fund provider network, focusing on risk assessment, operational standards, and service rates. It involves creating procedures for provider selection, registration, and billing, while also addressing provider shortages through strategic initiatives. You will collaborate with stakeholders to develop workforce policies, address new requirements in RCW 50B.04 and RCW 74.39A, coordinate with ALTSA experts to support strategic decision-making, and analyzing the impact of policy changes on other divisions. Additionally, the position entails identifying gaps in existing provider policies and ensuring compliance with relevant statutes and regulations.

This opportunity offers flexible hybrid remote work, may have to travel occasionally to the headquarters in Lacey, WA based on the business needs.

Some of what you will do:
  • Plan, manage, and provide expert consultation for the development, planning, processing, writing, and publication of WA Cares Fund WAC, policy, and training materials.
  • Analyze and research the existing long-term care worker statute and policy for impacts to the WA Cares Fund
  • Analyze and research federal and state regulations to ensure proposed rules do not contradict existing law or policy.
  • Collaborate with policy staff within ALTSA and cross-agency to develop and coordinate policy consistently and accurately across agencies and teams.
  • Identify high-priority cross-agency policy impacts, provide input on agendas, and coordinate follow-up activities.
  • Identify cross-agency rules and policy dependencies, risks, and issues, and develop strategies to address them.
  • Set standards, develop, and maintain agreements or contracts with providers to be paid for WA Cares Fund services.
  • Develop and implement qualifications and monitor strategies, including requirements for terminating providers that do not continue to meet qualifications.
  • Analyze rates and their impacts to program solvency, engage subject matter expertise to provide comprehensive analyses
  • Create and implement services recommended by the LTSS Commission to benefit and further the program.
  • Support colleagues in LTSS Commission preparation and other strategic meetings.
  • Participate in LTSS Commission workgroups, responding to requests for information or research to support decision-making.
  • Evaluate provider readiness and implement change management strategies.
  • Develop strategies to increase workforce capacity to meet projected needs for WCF
  • Collaborate with HCS experts, state and local partners within the workforce development arena to increase awareness and attract new people into the long-term care workforce
  • Collaborate with project management staff to report to program sponsors and resolve high priority issues and risks.
  • Participate in overall strategic planning, team development, and staff onboarding for the WA Cares Fund project.

Some of what you bring to the position:
  • Experience collaborating to create solutions to complex problems.
  • Experience with coordination of benefits between multiple payment sources like Medicaid, Medicare, and private insurance.
  • Advanced knowledge of writing and editing policies and procedures.
  • Excellent organizational skills, including the ability to coordinate multiple work products and meet critical deadlines.
  • Ability to work independently in a remote environment.

Who should apply:
  • 9 years of professional/practical experience in program management and policy development for social services, long-term care, healthcare programs, or state government programs. At least 4 years must demonstrate professional experience writing administrative rules, policy documents, or technical manuals.
OR

  • Bachelor’s degree in human services, social sciences, or other related field.
AND
  • 5 years of experience in program management and policy development for social services, long-term care, healthcare programs, or state government programs. At least two of the five years demonstrate professional experience writing administrative rules, policy documents, or technical manuals.

Preferred/desired education, experience, and competencies:
  • Bachelor’s degree or higher in a writing-intensive subject such as English, journalism, law, history, psychology, sociology, economics or political science.
  • Knowledge of principles and practices of long-term care insurance programs
  • Knowledge of organizational change management principles
  • Knowledge of Washington State procurement processes, and experience writing RFPs, evaluating proposals, contract negotiations, and contract management and monitoring.
  • Demonstrated knowledge and skills in management principles including leadership, strategic planning, quality management techniques, project management, contract negotiation, and budget development.
