State of Washington
Thurston, WA Full Time
POSTED ON 4/7/2025 CLOSED ON 4/15/2025

What are the responsibilities and job description for the DSHS FFA Fiscal Analyst 1 position at State of Washington?

Fiscal Analyst 1

The Facilities, Finance, and Analytics Administration (FFA) are looking for a detail-oriented Fiscal Analyst to join the Office of Accounting Services' Cash Unit. If you're someone who values precision, enjoys structure and thrives in a collaborative, policy-driven environment, you’ll feel right at home in the Cash Unit.

The Cash Unit ensures the agency is meeting the 24-hour daily deposit deadline. In this position, you will support the department’s responsibility to account for state financial resources accurately, ethically and on time. You'll be responsible for the accuracy of the daily cash deposit, posting payments to client accounts, entering fiscal transactions, distributing warrants, compiling and preparing deposit batches, and keying of daily transmittals.

You’ll be joining Washington state’s largest agency, DSHS—but in a unit where your work is known, your ideas are welcome and opportunities for growth are encouraged. We offer development pathways through cross-training, mentorship and structured programs designed to support your professional journey.

Please note: This position is 100% in office.

Some of what you'll do:
  • Accurately analyze and process daily transmittals using the Cash Receipt Tool (CRT).
  • Verify and apply accurate revenue and expenditure codes based on the Agency Chart of Accounts.
  • Review and accurately post client payments to the appropriate client account.
  • Research payments received from clients to verify proper account using multiple internal and external systems and/or Program staff assistance.
  • Exercise independent judgement in interpreting and applying agency specific rules, policies, and regulations.
  • Communicate with internal and external customers in writing, via email, and by phone regarding account information, payments, and/or confidential client information.
  • Ensure discrepancies and errors are identified, analyzed, and a determination is made as to the appropriate action to be taken, which may involve further research by fiscal staff, rejecting a payment submitted, and/or requesting further clarification or coding corrections.
  • Prepare accounting adjustments and corrections as necessary.

Who should apply?

Professionals who have a bachelor's degree*, with a minimum of 12 semesters or 18 quarter hours in accounting, auditing, or budgeting**.

*Additional qualifying professional experience will substitute year-for-year for the required education except for the required credit hours.

**A master's degree in a financial related field; or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience.

Additional knowledge, skills and abilities we are looking for:

  • Accounting knowledge – Applies an understanding of accounting theory, cost accounting principles and modern office methods to ensure accurate daily deposits and correct application of fiscal codes.
  • Mathematical competence – Used daily for verifying amounts, performing calculations and using a 10-key calculator efficiently.
  • Accuracy – Essential to ensure deposits, transactions and postings are completed correctly and within mandated deadlines.
  • Time management – Vital for managing deadlines, daily deposits and high volumes of fiscal activity.
  • Technical proficiency – Necessary to use fiscal systems such as AFRS, TRACKS, ePMX and office software including Excel, Outlook and Word.
  • Policy comprehension – Important for applying the State Administrative and Accounting Manual and DSHS fiscal procedures.
  • Discretion – Non-negotiable when handling confidential client and financial information.
