L&l's Division of Occupational Safety and Health (DOSH) administers the Washington Industrial Safety and Health Act (WISHA) law by developing and enforcing rules that protect workers from hazardous job conditions, helping employers and other interested parties to protect the safety and health of Washington's workforce. 

The DOSH Explosives Supervisor will provide technical assistance to field investigators throughout the state. This position is responsible for technical application and interpretation of WAC 296-52, Safety Standards for the Possession and Handling of Explosives. The purpose of this chapter is to define minimum requirements for the prevention and control of hazards related to the possession, handling, and use of explosives in order to:

  • Protect the safety and health of the general public;
  • Protect the safety and health of explosive industry employees covered under the Washington Industrial Safety and Health Act (chapter 49.17 RCW);
  • Develop, support, and maintain safe and healthy use of explosives in Washington State.

In this critical role, you will oversee and manage safety protocols, compliance, and enforcement related to the use of explosives in various industrial and construction settings. You will work closely with employers, employees, and other stakeholders using your unique skillset and knowledge to ensure that explosives-related operations are conducted in compliance with state regulations, maintaining the safety and well-being of all involved.

For this position, telework is permitted with the requirement to report to the office for meetings, and to environments that have field or hazardous exposure.  In addition, this position will require travel to a variety of events to provide presentations and training upon business needs throughout the state.  The assigned duty station for this position may be in any of our service locations within the state of Washington.

Some of what you’ll do:

  • Supervise occupational safety and health professionals and ensure quality control of inspections. 
  • Independently conduct and provide guidance to inspectors regarding highly complex workplace inspections.
  • Program management to include planning, coordinating, and supervising the activities of the explosives investigators. 
  • Ensure quality control of investigation reports and findings as they relate to the WAC.
  • Technical expert for rule promulgation and interpretation of WAC 296-52 to internal and external customers or agencies.
  • Approve the issuance of citation and notices, and penalties as required from staff.
  • And much more!

REQUIRED:

  • Must possess a valid and unrestricted driver’s license. 
    • While driving a state vehicle or personally owned vehicle (POV) for state business an employee must have a valid unrestricted driver license and may not have convictions for driving under the influence or driving offense that endangered or harmed others within the past 7 years. Individuals driving POVs for state business must receive permission in advance to use their POV, and possess and show proof of personal liability insurance.
  • At least 4 years of experience in the use of explosives as the blaster in charge. 
  • Current Washington State User’s (Blaster’s) License with any classification and must pass required background checks to maintain the license.

AND one of the following:

  • A bachelor’s degree from an accredited university involving major study in occupational safety and health, industrial hygiene, training/adult education or related field; AND five years of paid occupational/industrial safety related professional experience.

OR

  • A bachelor’s degree from an accredited university involving major study in occupational safety and health, industrial hygiene, training/adult education or related field; AND three years as an Occupational Safety & Health Professional – one of which must be at the 3 level in DOSH.

OR

  • A master’s degree from an accredited university in occupational safety and health, industrial hygiene, training/adult education or similar field AND three years of paid occupational/industrial safety related professional experience.

OR

  • Five years of full-time, journey level paid experience in one of more of the following industries: Government, military, public health or related safety and health field.

DESIRED: 

  • Knowledge of State and Federal Regulations for Explosives.
